By Jason McLure - March 19 (Bloomberg) — Ethiopia should liberalize its protected banking and telecom sectors as a step toward joining the World Trade Organization, a U.S. trade official said.“For a country like Ethiopia, this is extremely important in establishing the competitiveness of its economy,” Peter Allgeier, the U.S. representative to the WTO, said at a press conference in the Ethiopian capital, Addis Ababa. “Our expectation would be there are some movements in these areas.”
Allgeier, in Ethiopia to attend a gathering of African trade ministers, met privately with Prime Minister Meles Zenawi today and urged him to consider privatizing the state-run Ethiopian Telecommunications Corp. and allowing foreign banks to open branches.
Ethiopia is fielding questions about its trade policies from countries including the U.S. and Canada as it attempts to negotiate entry into the global trade group.
The Horn of Africa nation, twice the size of Texas, with a population of 82.5 million, applied for membership in the Geneva-based organization in 2003. The country is counting on membership to open new markets to boost its $25.1 billion economy.
“The prime minister today said he wants to advance things very quickly,” said Allgeier.
No Plan Seen
Ethiopian Trade Minister Girma Birru said in a Feb. 17 interview he didn’t “see any plan” to break up or sell the Ethiopian Telecommunications Corp. to private investors. He also said the country was unlikely to liberalize its banking sector.
“I think there is some tension there between those two positions,” said Allgeier, who at one point waved his non- functioning handheld wireless device to illustrate a point about Ethiopia’s telecom service.
Ethiopian Telecommunications’s monopoly enables it to charge $35 for a mobile-phone SIM card, which is required to obtain a phone number. In neighboring Somalia and Kenya, which have private mobile services, cards cost less than $5.
There are no foreign banks in Ethiopia, and local banks are unable to process common transactions such as MasterCard credit card purchases.

Where are those Dedeb Woyanes who boast of Ethiopian growth and development? Ethiopia actually is less than the lawless country of Somalia in development being only better than Zimbabwe. What a shame Woyanes that in the face of such advancement by other nations Ethiopia has to be detained to meet the needs of its byzantine Tigrean leaders.

Prime Minster Meles Zenawe got MBA, and as elected official been in politics for very long time, and i have no doubt he will do the right thing by following his rational conscious, and irrational heart.
March 20th, 2009 at 10:59 am
woyanne is not a government. It is a gang group who wants to destroy the existance of the country which is our country Ethiopia.
Ato Aleka Bru I really like your thoughts and debebe may be one of the employee in the woyanne embassy.
March 20th, 2009 at 11:38 am
Whatever I disagree with the economic policies of Woyane leaders, I appreciate their stand not to sell ETC and privatize state owned banks to foreign economic invaders. ETC, CBE and other few state owned institution will exist longer than woyane. Foreign investors come to loot our country. If they are really willing to invest in Ethiopia, there are a lot of sectors.
We can challenge Woyane to open the telecommunication market for local investors with proper regulation.

March 20th, 2009 at 12:47 pm
It is really worrisome to realize how many non-informed Ethiopians are there among the opposition who easily got flown away with TPLF’s propaganda. Debebe, well, lets agree with your rational. Why don’t the government just engage in the expansion of telecom service in the rural community, while private operators engage in the provision of hightech telecom service to urban population? Why don’t the government keep on the provision of serving the rural population through its sluggish banking service while allow foreign banking operators to engage in facilitating currency exchange and active financial service for the commercial community in the export and import sector, and urban areas?
TPLF do not really care about expanding telecom to the rural people. They just want to monopolize those high income generating institutions to satisfy their insatiable financial embezzlement. Also, they don’t want to loose control over the telecom service and financial exchange service because they perceive those institutions as a key control to sites to monitor financial movement and information exchange by the opposition. They want to keep tabs on telephone communications between opposition party members, or the general population whom they consider their opponents. They don’t want to get the websites unblocked by allowing private companies engage in telecom service, or let the public access the opposition websites and facilitate smooth information exchange among the public by loosing control over the telecom institutions. Look what they did to the SMS service in the wake of the May 2005 elections. Remeber what they have been doing to the mobile phone service in those times when there was a demonstration in a city, so that the information won’t reach to other cities. Those are really their reasons for why they don’t open up the telecom. They blind you and other gullible citizens in the like of you by stating the reasons you mentioned. But that is not the reason.
March 20th, 2009 at 3:01 pm
USA urges does not mean compell, demand, coerce, force or induce. It is is probably more emphatic than asks.
Regarding privatization, the banks and telecom are not the only things to privatize, but it is something more crucial to trade and to facilitate transaction database on line. With privatization, there can be different the connectivity with respect to broad band throughput of data communications. I also believe trade is connected with private ownership of land, transportation sevices including airlines, which are even harder to urge or ask the current regime.

We have to free it from the looters.
Free the country by united forces.
tplf should be abolished from its roots, the devilish camp. not structural change.

They came out of a cave called Nakfa; In it, they were hatched from a rotten, yet deadly egg that was laid on the floor by the previous enemies of Ethiopia.when they invaded the country, they were barefoot and broke; Predictably, they took control of the city and broke into homes and vandalized the lives of families;then, they looted anything of value that belong to the country and the people. Now,twenty years into their invasion, cold and ruthless they sinned and committed crimes of all kinds; they turned the country they invaded into a vast business empire and became the richest and the wealthiest crimefamily in the history of robbery and murder.

you right there is enough time to correct and fix all the mess you people created.
Regardless, I feel sorry for Prime Minster Meles Zenawe and President Girma and the rest of cabinets and elected members of parliament, after all they are going to correct and fix all the political, economical and spcial mess the Amhara dominated governments created for the last several decades.
March 21st, 2009 at 10:58 am
TPLF- EPRDF should first be romoved, because no one will trust if the TPLF-EPRDF will act in the strategic interest of all Ethiopia. We have first to elect an accountable government to the people of Ethiopia. There should be transparence and accountability first. However, an international company, which is indepedent of the TPLF-EPRDF could bring much development if telecome and the banks are privatized. TPLF-EPRDF hampering the development of Ethiopia because of the totalitarian and despotic nature of the people in power now.
The parliament does not represent the people. It only a self-serving institution for Zenawi and co. In order to have a parliament of the people, we have to free press, multiparty democracy (accountable), the right to association and assembly of citizens, etc. At present these civic rights are absent and any economic development will be slow and has the aim to continue the tenancy of the party in power on the people of Ethiopia.
In any case privitization of telecommunication and banks is to be greeted. Ethiopia could a banana republic, where the forien multinationals could abuse the privitized companies. Unless we have a democratic after the model of Europe and USA, we might end up as a banana republic. TPLF-EPRDF should give up the power by holding free election where every party has a part. A new constitution will be necessary which ould replace or not the ethni federalist structure. Otherwise the people of Ethiopia will not loose anything even if they fight single handedly against a trator askaris buntch, which calls itself government.

Ewunetu,
The victim of the virus of ethnicity and the perpetrator of TPLF resentment against the poor Amhara people…You are sowing the viral seeds of hatred to Amahara population for the last 18 years, but only few viral seeds are grown and no more will be grown in the future as you see there is a change in Ethiopian population who is understanding the reality more and your anti-Ethiopian agenda. You better sow false seeds of development governance and democratic rights under Meles.
March 21st, 2009 at 1:07 pm
Atuba Dula is right on the money in terms of cause effect analysis about these EPLF and TPLF liberation movements as to cause of political and economic crises persisting and even likely to continue if they are replaced with on coming coalition Medrek/Hibret with Gebru Asrat of Tigrai Harena as chairman and UDJP and loyalist opposition as teletafi parties. A political model set up as a buffer between TPLF and the hardliners and stumbling block for genuine peaceful struggle with repct to major national goals.
Ethiopians are doomed by its own Kinijit dissidents, UDJP and Ginbot 7 of “Tatbo Cicka Politika” of maintaining the status quo.

What is your intention here, Do you want the Amhara to apologize to non amhara ethiopians for the mismanagement and the economic chaos they brought about ? ? If that is what you want, i do not think amharas are ready to admite their mistakes. Do not forget that amharas were cultured and ingrained not adimte mistakes, beside they are mentaly weak thus they are deniers, that is why we are in these endless mess to begin with.

Anything short is like a ‘expired damage good’.
March 21st, 2009 at 8:08 pm
The amharars are not ethiopians, they are amharas. They are tribalists and traitors and cheaters. They cheated the world for 100 years by telling the world that the history of Ethiopia was that of Amahara. The Amhara should be forced to admit their past crimes. They brag a lot about their at the Battle of Adwa and at Maichew. But every one was fighting. Tigreans, Oromos, Sidamas , Gurages, Somalis were also fighting against Italy. There were many Amhara traitors, who were collaborating with Italy.
People like Belay Zeleke , Zeray Deres, Abraha Deboch, Gereselassie, balcha are from all tribes of Ethiopia. I mean the Amhara are too tribalistic and their culture did not help integrate all ethiopians. They have to be forced to change.
March 21st, 2009 at 10:00 pm
Ato bewnetu Tplf could not change itelf from the ethinic freedom fighter mentality so they are governing the country just like mafia tyle government where evrey government possition run by tigrian origin.so this wount make them legitimate government where non tigriyan excluded from the government possition and cosidered their enemy.these wount last long if ethiopians fight against thee rude minority regime.

Seriously how does this help in bringing change in Ethiopia? I see this behaviour as nothing then just pure stupidity. Really what do you think the thoughts of the Ministers will be when they see that the “oppositions” are physically threathning and the police has to be called in? Isn’t a discussing plat form what is needed in first place? Democracy lessons has to be taken by these individuals. This is just what the regime needed and some people has been arrogant enough to provide it. Demonstrating is a method expressing but being a hooligan is just not necessary.

Something is brewing in Woyanes mind lately. The cadres are in full gear to play the race card again and hopeing it is going to keep them going. But, something is brewin in Ethiopians mind too. this time Ethiopins are saying tugs like Woyanes shold be removed by all means.
What shoul Woyanes do? pull thr Amhara trick and hope oters to save Woyane? what are they smoking? ganja
The Woyanes strating to pay for their crime while commiting more crime, it means they are willing to do so to preserve Woyane. As bumb as they are the should at least know they are at war they will never win.
How dumb can they be not to figure out how dumb they are?
To show their dumbness the cadres change their idenitity and nationaly every other day and keep on forgetting who they are yestuday. That is what psycologiest call idenitity crises, but the funny thing is they claim to know someone idenitity when they do not know their own
what a jam they are in. a classical case of insanity
God save them from self distaction, it seems they are screaming before the real war began.

March 22nd, 2009 at 9:08 am
Mr. Tesfaye,
You are totally wrong Amharas never were and never been fighters, but lazy. Amharas never fought in adwa they, the matter of fact it is the amhara fake king (King Menlike) who sold eritrea then by secretelly dealing with Italians in order to blackmail and weaken the Tigrigna speaking people of the north. because, the amharas lazy fake king (Menilike)new the best way to defeat Tigreans is to devide tigreans and to sell big chuck of tigraye region (now eritrea) to Italians.

A country like Ethiopia, which is directly dependent on an age-old classical agrarian economy of subsistence…with very insignificant industrial development with limited or no exportable finished world standard products…..It is beyond comprehension or no brainier to join World Trade Organization(WTO).
Joining WTO at this stage of our industrial infancy is tantamount to signing one’s death warrant, as it makes the country a damping ground of the the developed countries in the expense of the start ups that are witnessed in the country. It is so detrimental for the well being of the country and whatever anticipated advantages are short sighted.Hence it is an imperative for Ethiopia to develop itself to a certain stage, so as create a level field for the inflow and outflow of goods, prior to joining WTO!!!!!!
