Conference on Good Governance, Peace, Security, and Sustainable Development in the Horn of Africa

Washington DC, April 9 to 11, 2010 –The Horn of Africa continues to be extremely fragile. The sub-region?s volatility has increased significantly in the post 9/11 period. The total collapse of Somalia and the irresponsible and imprudent intervention of outsiders in the affairs of Somalia have created fertile ground for the rise of radical Islam in the region. Hence, the complex ethnic, religious and inter-state tensions make the Horn of Africa one of the most volatile places in the world. The Ethio-Eritrea boundary conflict remains unresolved. The absence of democratic institutions in the Horn of Africa and the new tension in the Sudan further makes the sub-region one of the most conflict-ridden and with a potential for more explosive scenarios ahead.

The purpose of this conference is, therefore, to bring together scholars, civil society leaders, activists, diplomats, journalists of the free press and representatives of the international community to one forum to highlight potential tragic conflicts that have escaped the minds of many in the past. The focus of the discussion will be on how to democratize Ethiopia, the biggest entity, in the Horn of Africa. The democratization of Ethiopia will certainly pave the way for peace, security, democracy, good governance, and sustainable development in the region at large.

The conference is sponsored by a number of civil society networks and advocacy organizations. In many respects this conference will be a unique and historical forum. At the end of the conference, a public meeting will be held where distinguished personalities will address the participants and the community at large. The viability of bringing change through the ballot box will be examined and how to clip the wings of the dictatorship will be outlined. Participants will make commitment to a roadmap for democratizing Ethiopia. Focus will be given to the state of the free press in Ethiopia and the plight of journalists who faced extreme difficulties, persecution and exile for doing their jobs. The conference will also hold a special program to honor those who have made notable sacrifices in the struggle for freedom and democracy. Civil society leaders and academics from the US and rest of Africa will share their experiences.

The three-day long conference will be in Washington DC. It is scheduled to be held from April 9 to 11, 2010. We are expecting it to be the biggest conference that has ever been organized to exclusively focus on Ethiopia within the context of the Horn of Africa.

The State of Governance in Ethiopia:

  • Past and present elections, post election scenarios; the state of governance, the state of human rights, freedom of the press, ethnic relations in today?s Ethiopia; the quest for a lasting democracy and good governance, etc.;
  • The role of civil societies, independent judiciary, independent security, freedom of the press in democratizing Ethiopia, etc.;
    •  
      • Poverty, dependence, debt and foreign investment; the role of the TPLF as a Business Empire and a political party; economic inequality and the lack of equitable and sustainable development ; opaque land grab deals with foreign companies and implications for food self ?sufficiency , national security and the environment; etc;
      • Mr. Meles Zenawi?s policies in the region, the policies of foreign powers in the Horn of Africa, border issues; Prospects and Solutions for the Future of Ethio-Eritrea relations;
      • The threat of terrorism in the region; absence of good governance, ethnic politics, environmental degradation, climate change, consequences of being landlocked, etc. as causes for interstate and intrastate conflicts, instability, and insecurity in the Horn of Africa sub-region; Conflict prevention and resolution.
    • The State of the Ethiopian Economy:

      Peace and Security Challenges and Prospects in the Horn Africa:

      The papers must be short and presentable in 20 minutes or less. They must also be in either Amharic or English. Other Horn of Africa indigenous languages are acceptable provided there is translation and an interpreter is available at the cost of the presenter. Tables and annexes must be kept to the minimum.

      Generally ambiguous or undesirable terms:

      1. Horn Africa… Since recently, since the late 80s or early 90s, this phrase refers to the former Northeast Africa. It originated from racist groups within the UN and gave it to their media writers to popularize it. It’s the only region in the world whose protrusion into the sea has been likened to a horn of an animal. The primitive boear at that. As if racist Europe and America’s likening Africans with monkeys isnot enough. This forum should not honor racist description of any part of Africa. The phrase, “Horn of Africa” because it’s arbitrary, it has no geographic locator value. And, it’s not meant to serve that purpose. Therefore, it should use Northeast Africa to refer the region and precisely locate the region on the map of Africa.

      2. The organizing committe shuld provide translation service to those who wish to contribute in languages other than English and Amharic. This action will encourage recognition of equality of languages and cultures despite the violence that brought some languages to popular use. This is the line of thought necessary if for Ethiopia’s renewal in reduction of nationalist tensions that which the organizers termed ethnic tensions.

      3. In examining Europe’s and USA’s foreign policies toward Africa, if the racist component is ignored, it’s obvious the search is half-hearted or superficial. Conclusions reached would be erroneous that avoids crucial statements that will sting the problem in its root.

      4. Terrorism concept was introduced to the UN and to the media by one of history’s meanest of the most right-wing presidents of the USA, President Ronald Reagan. To Reagan, liberation fronts that fought socialist or coomunism-oriented groups or governments, they were freedom fighters. Such as UNITA of Angola. But, liberation fronts that embraced socialism were terrorists. efinition of terrorism is therefore ambiguous but widly used for political purposes, especially by the USA and Europe. When these two imperialist countries use the term, they usually mean Muslims, including Islamic scholars. Prior to popularization of the term terrorism, especially before 9/11, they used to use the phrase “funadamentalist” to any individual who was knowledgeable on Islam. On the flip side, it’s an advocacy for a new form of Christian crusade. This a remarkaeable success of Rev.Falwell who introduced Christian politics to be palatable in the Republican politics. The American peace Corp I met in Central African Reublic may have been the true of of Rev.Falwell. We met and he asked me where I was leaving to from there. I told him I was going to Nigeria. He said flatly, “don’t go there; it’s a Muslim country.” Such blatant hatred of Muslims exist in the cultural of America that Rev.Falwell skillfully exploited. This organizing committee or the speech deliberants should avoid confirming to the ambiguous.

      Add to your list of topics the role of ethnic and seccessionist politics to your lists as the core issue to Unity, Territorial Integrity, Sovereignity of Ethiopia and Ethiopians. Do not put it under the rug and do not sound like making it look a-political. It is a confernce at least four years too late.

      How would you democratize Ethiopia under the current ethnic and seccessionist policy of divide and rule, separate but equal type of governance sustained by its mirror images, which leads to ethnocracy and ethnic dictatorship, which ever comes to power based on ethnic agenda, rather than national agenda. Whereas democracy is the rule by the people for the people. So, it is imposible to have a forum without the politics and the parties that a crucial role to the integration or disintegration of Ethiopia. This conference is fuzzy and out of focus and waste of time and has no definite objectives and strategies to achieve those objectives.

Why that intervention is “irresponsible?” Furthermore, is not a stretch to say the intervention has created radical Islam to rise? I do not see radical Islam spreading out in the region. Well, there are some in Somalia who practically have not seen a future in their lives for a long time, and, uinderstandbly, they would be lured to any propaganda as long as those who sell the propaganda in the name of religion make them feel important. These young kids are being used to promote perhaps a few religious fanatics daydream, but that does not really mean radical Islam is in upswing. The way I see it radical Islam is loosing support dramatically. That they could make trouble here and there is a given. But to believe radical Islam might well shape the politics of East Africa is a stretch of monumental proportion.

      The 2nd paragraph of the agenda for discussion is begs commen. Precisely because it’s divergent from the main agenda of solving the apparent, the most obvious conflicts such as the civil war in Somalia that broke that country to independent warlord chiefdoms and the unstable relation between the Eritrea and Ethiopia. This second paragraph wants to witchhunt for “potential tragic conflcts”. It assumes that there is/are groups that are victimized therefore their plight is tragic. The discussion is to find ways to identify them and silence them before they resort a struggle for justice. Obviously, a Kissinger or Remsfeld’s premtive strategy against terrorism. There couldn’t be more treason than this. Looks like war monger Kissinger or REmsfeld is speaking.

      To much time and energy is beeng spent in negative respond to this article.I have no any stake in it that is I am not a part of it.I saw the responders taking phrases out of context and attepting to justify their claim.If any one wants to send opinion as the call letter suggests,feel free to do so.If you have time and energy ,and want to really know about this conference be there in person,take a note and you will have ample opportunity to comment about it or even educate the rest of us.
      Attempting to dismiss it from the outset because it doesn’t support my parochial,partisian view is simplly un-acceptable.Let us be mature;we need to be tolerant.After the conference it will be clear to every one as the proper solution to the region or another deceptive method in the name of peacful solution.Personally,at this point,I saw no adequate reason to be alarmed with it :Do I have any consern about it? yes.After the confrence ,good or evil,I want to know about its intension. At this moment I prefer to wait until I have full evidence to criticize its purpose.

      I am still surprised by how long the so called Educated sectors are still going to miss the core point of the problem in Ethiopia or in any where in that part of the continent. I observed the paper’ mission/target carefully; it seemed to focus only on governments. Why is that many of such Conference failed to address the negative contribution of the leaders of the so called “Liberation Fronts” who are responsible equally as the governments who are targeted as the cause of the problem?

      These Liberation Fronts are beasts- they are the once kept becoming a “government”. go to somalia, Ethiopia Liberia seralion, Zimbabwe you name it all were Guerill leaders. Tohe who didn’t gate the chance to take over government power are still making a hovoc to the regien to take power. They too are bloody criminals need to hold accountable in the International Court of Law. If you let tehse beast part of the Conferenec- as if they are clean humanbeings- how in the world do you think the part of society is going to get rest? Any Conference such this needs to be not independent , but a conferenece who cares about society and hold Guerrila leaders (political/religious) leaders responsible directly for the crime and havoc they are spreading all over the Horn. many criminals are roaming arounf talking politics- - this is because too many fools do not know who these beast are. Guerrila leaders have used their fighters and the peasants as their Disposable people wiyth out accountability. How long is this beasts continue geting space? I am sure there wil be some of the beasts in the Conference as if they are freedom fighters. What the hell is going to do good while the same similar criminals as the government are still participating all over the conference as if they are abused- but the truth is they are the cause of the havoc and crime.

      There is no doubt that these kinds of forums are instrumental as far as the big challenges we are facing from all corners of the sub-region are concerned. I strongly believe that the initiators and organizers of this event deserve due appreciation,respect as well as necessary support. In order to make it not only happen but also fruitful, it is good to raise the following question-like remarks:

      1. Is it not a good idea to have a short list and profile of the organizers instead of saying civic and advocacy groups? How the committee was set up and who are its members? I know whoever they may not make any substantial difference as long as we agree on the central theme of the conference. But I believe having a full information about the organizing process and who is involved and at what level is part of any event that is expected to bring about a desired result.

      2.Any event which is designed to play its constructive role in the struggle for the prevalence of peace, stability and sustainable socio-economic development in Ethiopia in particular and in the Horn of Africa in general should have a kind of mechanism that would take its mission beyond its two-day conference. In short, the question of what is next should be considered. Otherwise, we will end up with the report, “we conducted a very important talks about talks.”

      3. Although creating and developing a thorough and common understanding is a big part to face our challenges in a resolute fashion, we are desperately in need of people/scholars who can come up with an objective/feasible/ and powerful solution-oriented works,not too much dwelling on historical and philosophical aspects.

      I would like to commend the group for thier effort. I would like to advice them to be more transparet as to who they are!!. Honesty and transparency is the best public policy.
      Few points to ponder on….

      1. The name- Horn of africa is absurd and insulting- a colonial disregard and disrespect for the people of the area. YOU MUST REMOVE IT AT ONCE AND PUT ITS` PROPER NAME - THE NORTHEAST AFRICA. this Has been elegantly debunked by professor Nigussay Ayele ( for those interested).
      2.The group is encouraged to proactivley approach scholars who are imminent in their respective field and who believe in Ethiopian Nationalism vs ethnonationalism which is recking havock in that troubled nation and its unfortunate citizens.
      3. Deliberate emphasis shall be paid on focusing on the FUTURE of ethiopia where all her Children can live together with justice, free speech , security and equality!. It must exercise patience , tolerance and respect to divergent and opposing views so long as the national interest is not compromised!.
      Few scholars who will contribute to these noble ideas can be; (These are ONLY SUGGESTIONS!!)

      2. Economics/development/science: Dr Birhanu Abegaz , Dr Hassan Seid. prof Mamo Muchie , Dr Melaku Worede( reknoned geneticist), and prof Tilahun Yilma Of UCLA- Davis.
      3.philosophy/history/humanity. Prof Messay kebede, prof Getachew Haile, DR Shumet sishagne, Prof Theodore Vestal etc

      We must learn from our past dismal failures. We should stop being hostage to past events on which we have no control whatsoever. We should strive for a major paradigm shift to a higher , civilized level of tolerance, respect , and healthy debates on matters critical to our ailing nation and its people.

      Strong and united Ethiopia will rise again on the ashes of bandits!

      I understand, regardless of weigt of facts that strip their hypocrsies and criminal inclinations of hate, you have huge repect for popular personalities. Please be stron and reinstate my post prior to the one above.

      Question to MesfinGQ:
      I would like to know when Negussie Ayele published his criticism of the phrase “Horn of Africa”? Has he been visiting medrekeform and warka discussion foras? If he was, has he read my criticism of the phrase, Horn of Africa, as racist and without geographic value? This is just to avoid plagiarism on his part if he did not ackowledge my original thoughts on the suject since the year 2000. Otherwise, I am delighted the issue has been taken up by such good writer.

      I am familiar with some of the professors you mentioned. Some of them proved to be intolerant of criticisms and some are doubly charged of intolerance of criticism and equality of Ethiopian ethnic plurality. Generally, I believe, academics should not e involved in politics. They should stick to desiminating knowledge. There are no stats to show their success in politics.

      However, in Ethiopia, the continuation of the interest of the students political movement to change government or aspect of government policies is manifested in the professors who were once part of the student movements. They have a burning ambition to be political power brokers, to write their own polices and implement them, who may resist any criticism of their policies as they do believe in their accuracy of analysis as PhD holders. Such analyses as Meles brough to power by international community, now that he is bad, the international community should help the opposition to remove him. Good logic but has not worked. EPRP’s academic thought of the military is a mid-bourgeois class; as such half-hearted and vacilitating to lead the prolitariat struggle. Therefore, it’s right to classify it as enemy of the working class and remove it from socilaist leadership. Disasterous analysis. Legally, you can’t disfranchise a group from political particpation due only to vocation. As citizens of a country, the military has full legal rights to engage in politics. Practically, the military was already well established and supported to lead the revolution, especially, after skilfully removing the emperor. Socially, as a member of the society, it has brothers, sisters, uncles, aunts, cousins, nieces and nephews who are unemployed, sick, displaced from alnd, arbitrarily arrested, etc. Its nationalist concern to improve the rights and opportunities of citizens. The academics did a lousy job of coming out with effective and objective analysis and strategies on how to defeat the Deg. jus same now against Meles.
      I would urge academics, for the sake of Ethiopa’s future, other than ddisseminating knwledge, not to get involved in politics.

      Who ever told you about the e-mail is wrong. I sent the organziers a message thanking them for coming up such a forum. I heard, several scholars, activits, and others from Europe, US, and Canada have been invited. The e-mail works fine , I got a response from them.
