Update: African nations are expected to reject a deal forged by Meles Zenawi, France and the UK aimed at breaking the deadlock at the summit, BBC reported.
Published by Jamiehenn, December 15th, 2009 — NGOs and civil society groupings are reacting with anger and disappointment to a joint appeal by France and “Ethiopia, representing Africa” for a so-called ‘Copenhagen Accord’ to result from the current COP15 negotiations being held in the Danish capital. The French / Ethiopian proposal appeared on the French Presidency’s website today.
The proposed accord, which would be binding on all parties immediately on signature and lead to a ‘legal international instrument’ to be agreed ‘as early as possible in 2010’ ignores the latest science, fails to put forward greenhouse gas concentration targets that will be sufficient to prevent dangerous global warming, and makes a mockery of calls for sufficient funding for climate adaptation and mitigation.
In what looks more like conspiracy than coincidence, the announcement by President Sarkozy and Prime Minister Zenawi of Ethiopia comes on the same day the White House is reporting that President Obama called Zenawi to discuss the UN climate talks: “He expressed his appreciation for the leadership role the Prime Minister was playing in work with African countries on climate change, and urged him to help reach agreement at the Leaders summit later this week in Copenhagen.”
“The ugly and overt pressure on developing countries to sign an agreement that will put their very survival in jeopardy has begun,” said 350.org founder Bill McKibben. “It’s very tough to stand up to the Americans, especially Barack Obama. But even the U.S. president can’t protect nations against rising waters, withering droughts, and dried-up glaciers. This is the moment for Africa, for island nations, for the developing world to insist on a future.”
By calling for an upper limit of temperature increase of 2 degrees Celsius, the Zenawi and Sarkozy proposal ignores the threat that this level represents to Africa: the Intergovernmental Panel on Climate Change’s Fourth Assessment Report says that should the average temperature of the globe rise by 2 degrees C, Africa’s “median temperature increase would be between 3°C and 4°C, roughly 1.5 times the global mean response” – an extremely dangerous rise. “The IPCC science is clear – 2 degrees is 3.5 degrees in Africa – this is death to millions of Africans” said Mithika Mwenda of Pan-African Climate Justice Alliance.
The proposal also makes a mockery of calls for sufficient funding for climate adaptation and mitigation to flow form rich to poor countries. The proposed “fast start” fund, which would pay out $10 billion over the years 2010, 2011 and 2012, is wholly insufficient to address the needs of African countries, many of whom are already suffering massive losses due to climate change. Although it calls for larger and more sustained financing to flow to climate-vulnerable countries from 2013 onwards (paid for by a possible tax on financial transactions and sea and air transport) this call will not be a binding part of the French / Ethiopian proposal. If details do emerge on the finance piece of the deal, there could be a silver lining to this announcement, but as of yet,we aren’t seeing or hearing any real figures. One can only hope that Zenawi is still pushing hard for a real financial commitment from developed countries.
“If Prime Minister Meles wants to sell out the lives and hopes of Africans for a pittance – he is welcome to – but that is not Africa’s position” Mithika Mwenda.
“Every other African country has committed to policy based on the science. That means at least 45% cuts by rich countries by 2020 and it means $400 billion fast-track finance not $10 billion” said Augustine Njamnshi of Pan-African Climate Justice Alliance. “You cannot say you are proposing a ’solution’ to climate change if your solution will see millions of Africans die and if the poor not the polluters keep paying for climate change.”

Learn a bit more about Nicolas Sarkozy, his personality and ambitions, so that you will understand why the two guys came together. Sarkozy is known to have with a dictatorial and authoritarian tendency. So, the two guys are in good terms. Moreover, Sarkozy feels that he is ignored by the Obama administration. he wants to upset the Obama administration even through supporting that shameful African block. The other day I read an article that Israel politicians are afraid to travel to England because they could be legally persecuted on basis that they commuted crimes against humanity in their justified campaign against rocket firing militants. So a powerful country with sound history of democracy leaders are being scrutinized. My point here is are Ethiopians abroad doing enough legally to stop this rampant criminal? Is the a demagogy in the west to see with different lens on human right issues when it comes to Africa? Or even some where else like China? We celebrate the Berlin wall fall but we do not care about nore than half of population of China when it comes to economic benefits? After cold war the world has become more cynic than ever. Regarding COP15 thee was never attainable at it. Was just a political face lift for the participants. If really the COP15 aims go ahead a lot of poor countries would be slaughtered by CO2 emission tariffs as they do not have the technology to keep pace. And regarding to being paid from the most polluters or even asking them to pollute less is like investing $5 in stock market and asking the billionaires to share their wealth or asking them to top making cash. That will never happen the only a head is when green is more profitable and we have to long way to go.

Africans slam Zenawi-Sarkozy appeal
African NGOs at the Copenhagen Climate Conference on Wednesday accused Ethiopian Prime Minister Meles Zenawi is selling out Africa after he backed a joint statement with French President Nicolas Sarkozy.
The Pan-African Climate Justice Alliance say that Zenawi, whom African countries named their “chief negotiator” at Copenhagen, is “undermining” his fellow negotiators and endangering Africa’s future.
They are furious that the joint statement called for a global warming limit a 2°C above pre-industrial levels - compared to the 1.5°C that poorer countries earlier said was the highest figure they were prepared to accept.
A 2°C rise would mean a 3.5°C rise for the African continent, the campaigners claim, “threatening the lives of hundreds of millions of people, including the Ethiopian people”
And they point out that promises of aid to vulnerable countries at the moment seem to be no higher than ten billion dollars (seven billion euros) over three years, starting in 2010, which they consider a derisory sum.

Meles Zenawi is an ethnical fascist who has no national agenda and he is nit the right person to represent Africa. He is a dictator fully committed to building his own ethnic homeland and is not interested in the wider African or Ethiopian issues. The west have handpicked this fascist, puppet and racist to come to Copenhagen in order to use him as their instrument to get through deals which are in their interests. As a reward, Zenawi will get some more aid to build his ethnic homeland and fatten the pockets of his Tigrayan loyal followers and worshippers. The hope is that the other Africans would discover the ulterior motives behind the west`s repositioning of the ethnical fascist Zenawi as Africa`s representative in the conference and reject the resulting deals. This is really interesting: Africans choose Meles as their chief negotiator perhaps because they thought he is a smart-ass and knows how to talk. That’s fine and dandy except for the fact that, for all his rhetorical skills and refined demagoguery, Meles ain’t a negotiator. He has never been a negotiator and, I am afraid, will never be a negotiator. He actually suffers from an acute aversion for anything that looks like a consensus.
So what is he doing in Copenhagen? Well as far as he is concerned, he has an image to polish and a megalomania to cater for. Then are we surprised that he tried to struck a deal with the Europeans behind the back of his partners? He is not there for Africa; he is there for his own self. It is actually so delightful to see other people, and in particular, Africans catching up to his real personality.

Most of African leaders are as corrupt or even more corrupt that your putrefact leader. As the matter of fact there are a lot of record behind them that holds their corruption from support to Bashir and Mugabe in their deeds to their silence to election rigging and abuse in Kenya, Zimbabwe and Ethiopia to mention some. Even the democratically advance South Africa is so corrupt crime runs in the institutions and did not supported institutionally AIDS victims until recently. You see we African always blame the west and other powers about problems but not a single foreigner would deplete our countries with out the corrupt collaboration of our defunct leaders. This happens with the mines and oil drills or even with our arable lands. Miners in Zimbabwe can not sell their labor fruits to the best bidder but to the government. Farmers in ethiopia can not allocate or buy land for thier subsistence but their land get sold easly to forgien hands that bring hard cash. That is what African leaders (all of them) look for. Hard cash and period. And that is why out of all regions of the world while naturally gifted we Africans are the devastated economically.

Jamiehenn, First of all there is no such thing global warming .It is about how to control the resourse of the world ,the same thing happened in 1914 and 1941 .History always repeating it self. This big companies never talk about Africa in their agenda .Why kicked out the Nigeran guy from the conference ? All this big fishery and oil companies never give a chance to develop Africa any time soon. The solution is very simple, let African countries think for themselves. Give them more monery and let them use their riviers and plant more trees .To do all this project need fund that is the only solution ,the rest is photo op.

Is hard to decide to decide on which aspect of this article to comment on: the joint appeal by France and Ethiopia “repesenting Africa” to ‘Cpenhagen Accord’ and the Pan African Climate Justice Alliance. It is not clear to me what the proposed Copenhagen Accord entails and what the joint appeal by the two nations, onne representing Africa of 52 nations and the other representing France, makes 53 nations is all about in the first place. Based on representation, the one representing Africa for climatic change represents and speaks for African countries which are affected by drought and floods and due to global warming an increase in temprature which might affect the temprature zones of cash crop growing areas and extend the zone for malaria infestation. The French Prime Minster, which represents a developed nation, should be speaking in favour of both developing 42 nations of East Asia and the islands in the pacific that are threatened by the rise of sea level form the melting of arctic and the deminishing water supply for irrigation and drinking water from the melting of the ice ice in the Himalayan mountains, while developed countries in the Northern temperate zones may not be affected by a temprature increase of 2 degrees interms of a shift in temprature for growing cash crops, while an incidence of droughts and Hurricanes and other severe storms might ineviable might be inevitable.
To me the cry by the Pan African Alliance for Climate Justice is not as dire as the 42 nations of East Asia and Islands, I do not Know if it includes Japan is more dire than that of Africa, which could be mitigated with irrigated farms reforstation and revitilization propram of the highlands and reafforstation of the wet tropical lowlands for carbon sequestration and earning cabon credit from the polluters, while the Africans themselves are polluters but to a less degree. No country stays away from the blame. If they they have get funding those funding need to go to mitigate drought and to help farmers revitalize there farmland resources. At the moment ther are only very few governments that are transparent and Accountable. What are they going to do with 400 billion dollars, than what they could do with 10 billion for three years, different from grants and debt forgiveness they received from the indusrialized nations with the money that would have been used to sevice the debt? Specificly, what Are Pan African Climate Justice Alliance and Prime Minister Meles are talking about with respect to the proposed Copenhagen Accord is not clear to me?
As far as I understand the Host Country, Denmark is setting an example to the rest of the world, not knowing what is dicssed at the conference by going green, gradually shifting from the use of fossil fuel into the use of alternative energy by putting heavy tax on fossil fuels and gas guzzler cars with heavy taxes and incentive for for use altenative energy, I presume. What does it take for develpoed nations to take that route, however it might be hard African countries with respect to cars, but they can participate in reforstation programs like other tropical and tropical rain forest areas like Brazil.

Meles Zenawi is after more western aid and does not care about climatic issues. He has his eyes on western cheques and will do anything he can to comfort his western donors. እነዚህን ያፈጠጡ እውነታዎች ተቀብለን ምን ብናደርግ ነው የመጨረሻ ውጤቱን ቢቻል አሸናፊ በይበልጥም ትግሉን ሊጠቅም በሚችል መንገድ ልንጠቀምበት የምንችለው ለሚለው መነሻ የሚሆን የኛን መልስ ለመስጠት የሞከርነው።
በጊዜው ሌላም አማራጭ እንደነበር እናውቃለን። በምንም ሁኔታ በዚህ የፌዝ ምርጫ አለመሳተፍ። ትርጉም በሚሰጥ መንገድ ይህን ማድረግ ይቻላል ወይ የሚለው የሚሊዮን ዶላር ጥያቄ እንዳለ ስንስብበት ይሄንንም አማራጭ ለመጠቀም በምርጫው ሂደት ውስጥ ሄዶ የህዝብ የትግል መነሳሳት፤ ከህዝባችን ጋር መቀራረብን መናበብን ከፈጠሩ በኋላ ወደዚህኛው ምርጫ ቢመጣ የተሻለ የሚሰራ ይሆናል ብለን በማሰብም ነበር።
ለምርጫው አምስት ወራት ሲቀር ስለምርጫው ስናስብ ቀድመን ልናስጠነቅቅ የሞከርነው፤ የፈራነው ነገር አንድ በአንድ እየሆነ ያለ ይመስላል። ምርጫው መለስ በአቀደው መንገድ እየሄደ ነው።
ስለዚህም ለመለው የተቃዋሚ ድርጅቶች ከዚህ በታች በአሉ ጉዳዮች ላይ ትኩረት እንዲሰጡ ለመለመን እንፈለጋለን።
በአገር ውስጥ ለሚንቀሳቀሱ ድርጅቶች።
ለመደራጀት ያሉ መሰናክሎች እንዳሉ ሆኖ ብዙ ወርቃማ ጊዜና ሀይል በአላስፈላጊ ቦታ ጠፍቷል። በቀረው ጊዜ እንኳ ሙሉ ሀይላችሁን ምርጫው ላይ ብታውሉም የጊዜና የገንዘብ ችግር በርግጠኛነት ይገጥማችኋል።
አሁን በያዛችሁት ሁኔታ እርስ በርስ በመካሰስ ከአምስት ወር በኋላ ለሚደረግ ምርጫ በህዝብ ዘንድ የተሻለ ተመራጭ ወይም ወያኔን መገዳደር የምትችሉ ሆኖ ለመውጣት ዚሮ እድል ነው ያላችሁ።
እውነቱን ለመናገር መጪው ምርጫ ላይ አንዳንዶች እንደድርጅት በአጠቃላይ እጩዎቻቸሁ። ሌሎች እንደወሳኝ የተቃዋሚ የፓርቲ ሰው፤ በይበልጥም አናት አናት ላይ ያላችሁት ምርጫው ላይ አሸናፊ የሚያደርጋቸውን ድምጽ ማግኘት መቻላቸሁ አስፈሪ ነው።

በመጪው ምርጫ ተአማኒ፤ ጠንካራ ተቃዋሚ ድርጅቶች እንዳሌሉ ህዝብ በደንብ ያውቃል። ነገር ግን በአይረካባችሁም በመጠኑ ወያኔን ለመገዳደር የሚትችሉ ሆናችሁ መስራት የሚገባቸውን የቤት ስራ ሰርታችሁ ከቀረባችሁ ደምጹን ለናንተ ይሰጣል። ይህን የሚያደርገው በድምጼ መንግስት እቀይራለው ብሎም በጭራሽ ባያምንም ወይ ተቃዋሚዎች ድምጼን ለማስከበር ይችላሉ ብሎ በፍጹም በአያስብም ማለት ነው። ተቃዋሚዎች ላይ ያለው ቅሬታ ወያኔን ዳግመኛ በድምጹ ለመቅጣት ከአለው ፍላጎት በፍጹም አይበልጥበትም። ይህ የሚሆነው ግን የህዝብን አመኔት በመጠኑ መልሳችሁ ለመገንባት ከቻላችሁ ነው። የአለው ጊዜ አጭር ቢሆንም የህዝብን ምርጫ አስቸጋሪ ለአለማድረግ ማድረግ ያሉባቸሁ ነገሮች ግን አሉ።
1.ከዚህ በኋላ ለመዋሀድ፤ ለመቀናጀት፤ አይቻልም። ለምርጫው አብሮ ለመስራት ላለመፎካከር መነጋግርና አብሮ ማቀድ ግን ይቻላል። የግድ መደረግ ያለበት ነው።
2.ጥፋት አንዴ ጠፍቷል። ሁሉችሁም ምርጫው ላይ መግባታቸሁ ለአይቀር መወነጃጀል መካሰስ አንዳችሁ ከአንዳችሁ የተሻለ ሆኖ ለመታየት የሚታደርጉት ነገር ምንም አይጠቅምም። በአስቸኳይ መቆም አለበት። ለአሁኑ ምርጫ አንዳቸሁ ከአንዳቸሁ የተሻለ ተመራጭ ሆኖ ለመውጣት ከጊዜ እጥረት አኳያ ዜሮ እድል ነው ያላቸሁ።
3. የምርጫ ስራ ዛሬ ነው በጠነከረ ሁኔታ መስራት ያለባቸሁ። ከምርጫው ቢቻል ሶስት ወር በፍት ግልጽ በሆነ ሁኔታ ሊሸነፍ እንደሚችል ለወያኔ ግልጽ የሆነ መልክት ሊደርሰው ይገባል። ይህን ከአደረጋችሁ እገረ መንዳቸውን ስምምነት ተብዬውን ቀድማችሁ ለመፈተን ምርጫችሁንም ለማስተካከል ሊኖር የሚችልን ሌላ አማራጭ ለማየት እድሉን ታገኛላችሁ። ሌላኛውን አማራጭ ለመጠቀምም በተሻለ ሁኔታም ትገኛላችሁ። ሊሸነፍ እንደሚችል መልክት ቀድሞ ወያኔ ከደረሰው ምራጫ የሚባል ነገር የለም ሊልም ይችላል። አፍንጫ ስር ደርሶ የሚሰራ የዘመቻና የግርግር ስራ ለወያኔ ብቻ ነው የሚጠቅመው። ጠንቀቅ በሉ።
4. ሁሉም እንደድርጅትም እንደዝነኛ ፖለቲከኛነትም ህዝብ የያዘባቸው ጥቁር ነጥብ አለ። ንጹህ ነኝ ግትርነት አያዋጣም። ብለሀቱ የሚፈለገውን ያህል ጥሩ አይደለንም ችግር አለብን፤ ስህተት ሰርተናል ወያኔ ኖሮ ከሚኖረው ችግር ግን አይበልጥም። እኛን ልትለውጠን ልትታገሉን ይቀላል የሚል ስሜት ያለው አቀራራብ ነው። ይህ መልክት ለህዝቡ በማያሻማ መንገድ እንዲደርሰው መላ ማሰብ መስራት አለባቸሁ።
እነዚህንና ሌሎች የሚፈለጉ እርምጃዎችን መውሰድ ከአልቻላችሁ ምርጫውን መለስ በአቀደው መሰረት አንድም ሳይዛነፍ እንዲካሄድ በትክክል ታደርጉታላችሁ ብለን አንፈራለን። እንደተቃዋሚ ከተቻለ ለማሸነፍና ወያኔን ከህዝብ ጫንቃ ላይ ለማስወገድ ይኬዳል። ይህ ከአልተቻለ ግን ወያኔ ከሂደቱ ተጠቃሚ የሚሆንበትን ነገር በፍጹም መፍጠር የለባቸሁም። ይህን ተቃዋሚዎች በጣም ሊያስቡበት የሚገባ ጉዳይ ነው።
ከውጪ ሆናው ለሚንቀሳቀሱ ድርጅቶች።
ምርጫውን ህዝብ እንዳይሳተፍ ለማድረግም፤እንደሁኔታው ተሳትፎም የወያኔን እቅድ ለማበላሸት፤ ከምርጫ በኋላ ለሚፈጠሩ አጋጣሚዎች፤ ትግሉንና ተቃዋሚውን በሚጠቅም መንገድ ለመጠቀም፤ ህዝብ ላይ ሊደርስ የሚችልን ጭፍጨፋ እስር እንግልት ለመታደግ በተሻለ ሁኔታ ለመገኘት በውጪ ያሉትም ድርጅቶች አሁንም መስራት ያለባቸውን እንደባለፈው አልሰሩም። እንደውም ከባለፈው በባሰ ሁኔታ ውስጥ ነው ያሉት። በውጪ ላለው ተቃዋሚ የቤት ስራቸውን ለአለመስራታቸው ወያኔ ምክንያት ሊሆን በፍጹም አይችልም። መሰራት ያለበትን ስራ ለመስራት እውቀት ማነስ ወይ መደንዘዝ ያለ ነው የሚመስለው። እንዴት ነው እየዞርን ተመሳሳይ ችግር ውስት እራሳችንን የምናገኘው። የዛሬ አምስት አመት አንድ ድምጽ አልነበረንም። እርስ በርስ በመካሰስ በመጠባበቅ መልካም አጋጣሚ አመለጠ። ዛሬም እንደዛው?።
ለማንኛውም ለዚህኛውም ክፍል አገር ውስጥ እንዳሉት ሰላማዊ ታጋዮች ትርጉም ያለው ትልቅ ነገር ለመስራት አሁን ጊዜው የለም። መጣመር፤መቀናጀት የመሳሰለውን ልታደርጉትም ስለማትችሉ ይቅር። ጠንካራ ተደማጭ ተአማኒነት ሊኖረው የሚችል አንድ ሁሉን ያካተተ ስብስብ ግን ያስፈልጋል። ፍልስፍና፤ እምነት፤ አቋም፤ የሚሉት ነገሮች እንቅፋት ላይሆኑት የሚችል። ውስን ለሆነ አላማና ስራ የሚሰባሰብ። ከአስፈለገም ስራውን የሚያቆምበት ቀነ ገደብ ያለው ማድረግ ይቻላል።
ዛሬ አገር ቤት ያሉ ተቃዋሚዎች ምርጫውን በሚመለከት ወሰዱት ለምንለው ስህተት በተናጠል መሄድ፤ ተቀራርቦ አለመነጋገር፤ ልቅደም ልቅደም በአይነት ትልቅ ድርሻ የለውም የምንል ሞኞች ነን። አይደለም አገር ውስጥ ያሉት ውጪ ያለው ሀይል ተሰባስቦ በአንድ መንፈስ ኖሮ ቢሆን ኖሮ እንኳ ይህ ስህተት በአልተሰራ ነበር።
ተሰባስባችሁ በአንድ ድምጽ ምርጫውን ለሚሳተፉ ድርጅቶች እውቅናን መስጠት አለባችሁ። ይህ እርምጃ ለመራጩ ህዝብ ትልቅ አስተዋጾ አለው። ይህ በድርጅት ብቻ ሳይሆን በየትኛውም መስክ በተዋቂ ዜግነትም መደረግ ያለበት ነው። ይህንን ልታመቻቹ ይገባል። ለምትሰጧቸው እውቅና ምርጫውን የሚሳተፉ ድርጅቶች ሊፈጽሟቸው የሚገቡ ጊዚያዊ አንገብጋቢ ለሆኑ ጉዳዮች ማስፈጸም ተጽኖ ማድረጊያ ማድረግ ይቻላል። እንደሁኔታው መለስተኛ የሆነ ስምምነት ልትፈራረሙም ትችላላችሁ። መጠንቀቅ የሚገባው በተናጠል አለማድረግና ያሉበትን ሁኔታ ያላገናዘበ አስቸጋሪ ጥያቄዎችን ለጊዜው ማቆየት ነው።
ምርጫውንና ለትግሉ የሚጠቅሙ ነገሮች ዙሪያ ያሉ ሁለት አይነት የሚመስሉ የድርጅት ሀሳቦች እንዳሉ እናውቃለን። ጠለቅ ብለን ስናየው ግን ወደ አንድ አቅጣጫ ሊሄድ የሚችል አንድ ሀሳብ ነው። ሁለተኛው ሀሳብ በማንኛውም ጊዜ ሊቀነቀን የሚችል ነው። ቁጭ ብላችሁ መነጋገር ከቻላችሁ በ99% ምርጫውን በሚመለከት ትግሉ የሚጠቀምበትን እቅድ መንደፉና ማስካሄድ ላይ ያለምንም ችግር መስማማት እንደምትችሉ እርግጠኞች ነን። ይህም ብቻ ሳይሆን ድንቅ ስራ እንደሚሰራም እርግጠኞች ነን።
ነገር ግን ሁሉም እርምጃ ያለውን አጭር ጊዜ ግምት ውስጥ እየገባ ቢካሄድ ጥሩ ነው።

Furthermore what does sufficient funding for climate adaptation mean? Is for the development of plants and animals to meet the the prevalent conditions of droughts and severe frosts? Thiese projects are an ongoing processes, I presume, what is tantamount are existing cummulative efforts to reduce the accummulation of Carbon dioxie and Methane in the atmosphere, before it reaches a calamitous proportion. As a process of adaptation to the prevalent conditions, however, the Earth can take care of itself from the survivors of the species populations from extinction.

That is why all of the sudden Western press came out accusing Meles of human right abuse last week, as a warning that if he doesn’t abide by what they asked on climate issue, his human right abuse will be an issue and he will loose in the coming election. So obviously he did them a favor, opposition groups, don’t even try to win the election. It is already set up that Meles is going to win and rule.

The tyrant,melese zarkawi succumbed,to his masters, as usual is simply to garner support to his future action of massacering innocent Ethiopians who bitterly opposes the result of the rigged election that take place come May 2010.The Europeans and Americans,in return to his loyality will acknowledge the fake result of the election and justify his killings and massacres.That is tit for tat.That is a mechanism employed to ensure, for at least few years ,his survival at the expense of poor Ethiopian people and resources.
