The founders and editors of  Addis Neger: Mesfin Negash, Managing Editor, Abiye Teklemariam, Executive Editor,Tamerat Negera, Editor in chief decided to close the news paper and fled the country, the editors told EMF.

Washington DC - Following legal and political harassment and intimidation by the Ethiopian government, Addis Neger Publishing announced that its major publication, Addis Neger Newspaper, ceased circulation. Saturday November 28, 2009 saw the final edition of the paper.

“Addis Neger, one of the few leading independent voices in Ethiopia, became the victim of yet another crackdown on free speech and the freedom of the press in Ethiopia,” said Mesfin Negash, Managing Editor of the Paper. “Our newspaper was one of the country’s best examples of what independent journalists with an internal capacity to act free of constraints can accomplish in being the platform for intake and synthesis of public opinion. Unfortunately, a government which had a habit of wantonly and aggressively stepping into the locus and crystallization of public opinion as both a platform controller and dictator had made our task impossible.”

war_on_journalistThree of Addis Neger’s editors left the country this week after the paper learnt that the government was preparing criminal charges against its top editors, reporters and owners based on the new anti-terror law and the criminal code. The decision of the publishing company to close down the publication was made to protect its owners and journalists from this massive onslaught by the government. “This is the culmination of months of persecution, harassment and black propaganda by the Ethiopian government on Addis Neger,” said Abiye Teklemariam, the paper’s Executive Editor. “The preparation to use the new anti-terror law against our journalists and editors was just throwing the last wood in the chimney.”

Addis Neger was established in September 2007 with an ideal of bringing justificatory discourse to the Ethiopian public sphere. Its twin editorial plans had been “the Idea of Public Reason” and “Integrity and Independence.” In the last two years, these pillars served as the backbones of the paper’s interaction with the public, helping it to register phenomenal growth in its circulation, influence and investment.

Addis Neger also introduced a new model of media ownership. Founded by six former journalists who were victims of the media crackdown following post election crisis in 2005, it was expanding its ownership base to other journalistic members of the paper. It was hoped that the model would bring sustainability to the press as an institution.

Addis Neger Publishing Company promised to be back to the media scene in the future. According to Mesfin Negash, the company would venture into a new multimedia media format whenever is possible. “We hope that things will change and we will be back to our country. But our immediate plan is to ensure the physical security of our staff members. Let’s keep the spirit of freedom alive.”

Reporters Without Borders condemns the climate of fear to which Ethiopia’s independent media are currently exposed. The Addis Ababa-based weekly Addis Neger suspended publication today after several of its editors fled the country in the past few days because they were afraid they would be arrested.“The spectre of the 2005 crackdown on the opposition and on the independent press is resurfacing in the run-up to the May 2010 general elections,” Reporters Without Borders said. “We condemn the fact that a weekly has been forced to close because of a smear campaign and because its staff was gripped by fear. We hope the government’s assurances will allow it to resume publishing soon.”

The press freedom organisation added: “During 2010, a politically sensitive year, we will closely monitor the degree of freedom available to the media and whether journalists are able to work without being subject to intimidation and fear.”

An Amharic-language weekly known for being outspoken and critical of the government, Addis Neger announced today that its latest issue (28 November) would be last one until further notice. The management said it had been forced to take this decision because of the government’s intention – confirmed by various sources – to prosecute the newspaper and its staff under an anti-terrorism law that was adopted last summer.

The pro-government newspaper Addis Zemen has meanwhile been virulent in its criticism of Addis Neger in a series of articles in recent weeks while the state television station ETV has been preparing a programme attacking the weekly.

“Our newspaper was one of the country’s best examples of what independent journalists (…) can accomplish,” Addis Neger managing editor Mesfin Negash said in press release obtained by Reporters Without Borders. Unfortunately, the government “made our task impossible,” he added. Communication minister and government spokesman Bereket Simon meanwhile denied that the authorities had any intention of targeting the newspaper.

Reporters Without Borders wrote to the minister on 15 July voicing concern about the new anti-terrorism law and the press freedom violations it was liable to spawn, and asking him to ensure that journalists, especially opposition ones, would not be the victims of any misuse of this law.

During a visit to Ethiopia in October 2008, Reporters Without Borders met Simon, who was then an adviser to the prime minister. He said at the time that the government wanted to open up to the media and defuse tension with journalists.

Ethiopian paper quits under government pressure(AFP) – ADDIS ABABA — A leading Ethiopian newspaper said Friday it had closed down as a result of months of government “persecution and harassment” against its staff.

“This is the culmination of months of persecution, harassment and black propaganda by the Ethiopian government on Addis Neger,” the name of the paper launched two years ago, said executive editor Abiye Teklemariam.

Addis Neger, a weekly newspaper often critical of government policies published its last edition on Saturday before some of its staff fled the country for fear of arrest.

“Three of Addis Neger’s editors left the country this week after the paper learnt that the government was preparing criminal charges against its top editors, reporters and owners based on the new anti-terror law and the criminal code,” the paper said in a statement sent to AFP.

Ethiopia’s parliament adopted an anti-terror law earlier this year that opposition leaders and the New York-based rights group Human Rights Watch said would curb independent criticism of the ruling EPRDF party ahead of elections in 2010.

Four other media firms meanwhile, told AFP that the government was seeking to freeze their liquid and fixed assets under treason-related charges dating to electoral violence in 2005.

“The government has suddenly decided to pursue the case… and is appealing a pardon by the president in accordance with the law and the public pronouncements of Prime Minister Meles Zenawi in 2007,” said Serkalem Fasil, speaking for the four groups.

The government was not immediately available for comment on the accusations.

Paris-based media watchdog Reporters Without Borders condemned what it described as a “climate of fear” prevailing in Ethiopia.

“The spectre of the 2005 crackdown on the opposition and on the independent press is resurfacing in the run-up to the May 2010 general elections,” it said in a statement.

“We condemn the fact that a weekly has been forced to close because of a smear campaign and because its staff was gripped by fear. We hope the government?s assurances will allow it to resume publishing soon.”

The Horn of Africa nation is to hold elections on May 23, the first since 2005 when nearly 200 people were killed in post-poll violence sparked by allegations of vote-rigging.

      Something is not adding up to the story, if woyanes were dictators as it implied and if did not want the newspaper being published why did the woyane government gave the licence to begin with ?
      There are several well known newspapers who are tribo right wing conservative and critical of the government in their daily article/some times irrationally too critical but they still operating, but why not them only this insignificant unknown paper ?

      This is a really sad day for the free press in Ethiopia. Addis Neger was by far the most balanced newspaper in the country. Unlike most newspaper editors in the country who are mainly driven by personal interests, the journalists at Addis Neger offered a fair and balanced view on the political situation in the country. Now the country is left with the likes of Amare Aregawi and Samson Mamo, who consider their respective newspapers as fiefdoms and use them to wage personal attacks against individuals and opposition leaders, and to curry favor from the woyane government.

      What doesn’t add up is your argument.
      First of all, the woyanes have rejected licenses to a number of newspapers. They give licenses to a few so that it will look like there is free press in the country. Once they are given licenses, if these newspapers garner enough credibility, the woyanes would harass them to self-censorship and an eventual closing down.
      Secondly, you said Addis Neger was ‘insignificant and unknown’. You must be living in another planet. Within a few years of its inception, it had taken the country by storm. It had even outsold Addis Admass, which has been the best selling newspaper in the country for a long time.

We have seen the true face of these guys when their mask taken off after election 2005. Addis Neger has been reasonably very good and balanced news paper. The action taken by Woyane thugs is a final blow to free press. Free press and criminal gangsterism don’t get on each other.Free press always expose the true face of woyane thugs. That is why Meles and his croonies always launch a massive crack down on free journalists from silly holligenism to court action….We owe a lot to our free journalist for the dear price they have paid since these jungle facists came to power.

From day one the organization is socked with blood of Ethiopian people, it made our country land locked, the leaders looted the resources of the country….Guys, do you think these gangs transfer power peacefully?       The spirit of freedom and the the human will to live free is what brought ADDIS NAGAR to the scene after the repression and the arrest of journalists in 2005.

      Whatever Woyane does can not stop that spirit. Some one else will come out of the rest of the 80 million people to continue in the footsteps of these editors who have unfortunately left the country after courageously fighting the minority regime and its instruments of suppression.

      I admire and salute the editors Negash, Negara and all the others for their selfless effort to help bring about change in ethiopia. Woyane will go away to the dust bins of history. Change will come. This certain.

      Let us help them and all those who are not allowed to pursue their beloved trade in their beloved country without fear of retribution by getting together and working hard to remove this minority regime, enemy of democracy and the ethiopian people.

      Oh, I have not such seen blatant cowardice from any journalist in my life. Thus far, they seemed to have the guts to face any ill-treatment by the regime and in the process expose the dictator’s motives. However they did not live upto the standard of the heroic journalists of 2005, or even upto the expectation their allegiance to our heroine Birtukan merits.

      I do not think their fleeing helps keep the spirit of freedom they ask us to keep alive. Sad.

      Now it has become very apparent that the government has zero tolerance for freedom of speech. It is a big dismay for me who has been a loyal customer of Addis Neger since its first day of coming to the market. I have been very proud of Addis Neger because it is the only media after 2005 for providing us a well organized professional works, despite the continuous harassment from the government. I remember when Abba Paulos send his securities to harrase Abrham simply because Abrahm tried to tell us the reality about the strife between Abba Paulos and Abune Samuel. I also remember that Addis Neger felt under serious attach by the government simply because Addis neger expressed its concern about ICG’s report based on its own research. It is only Addis Neger that has had the gut to inform us what is really going on. It is only Addis Neger that feed us with expert opinions especially in issues related to economic and political agendas.

      In all means the government is trying to silence every thing and dominate every thing and tell us its lie every day. There is no room for us to know the reality after this.

This is when we learn about our false patriotism. most of us say we love love love our country and people and dont dare to pay a sacrifice for it? no sacrifice no solution!       Addis Neger is one of the best weekly I read while I was in Addis a while ago. That one day the government would close it down was the impression I got then. Why did I believe that? For one Addis Neger and another weekly which I could not recall to name were the two widely, especially by the informed public, read news papers. Despite the constant scrutiny they had gone through, the journalists determination to make government accountable to the people did not wane. While I was there I admired their committment to uphold their profession to high standard, but I was certain this is coming. By forcing Addis Neger out of business the government validates of having political interest which stands contrary to that of the people. While I was in Addis — I am not exaggerating here to make a point– I did not see a single person reading Addis Zemen or any other government controlled newspapers in a bar, cafeteria, or any other social gathering place. But come Saturday those who are able to pay four dollars are rushing to buy Addis Neger and the other weekly. Those who– they are the majority– cannot afford to buy rent it with 40 cents to read, sitting in the corner, and after reading returned to the newspaper seller. The government knew how popular these newspapers are contrary to Addis Zemen which not a single person has been seen reading. I asked several of my friends how comes Addis Zemen is still in business if no one reads it? Their answer was the government ministries and departments were ordering the papers, I think, they realized otherwise no one really reads the paper. If EPDRF is really caring to know the political wants of the people Addis Neger had to be its barometer. The government seemed to have given up the desire of winning over the public to its side with persuasion. After the 2005 election not only opposition parties but also those who voted for them became enemies. The majority of them who voted against EPDRF in Addis read any paper except those that the government controls. I know for sure the residents of Addis will miss Addis Neger, but that is exactly what EPDRF wants to be. EPDRF totally stops caring about domestic and international reproach about its governance. The very sign that assures dictatorship is in the making is government’s total indifference to public opinion, and EPDRF’s indifference indeed started after the 2005 election. I hope Addis Neger’s journalists wish to return to business materialize. But the way I see it as long as EPDRF is in power that outcome is beyond the realm of possibility.

      It is sad and bad that Addis Neger has closed down. But from what was being profiled by the weekly and its editors, I guess their reason doesn’t hold water. I mean comparing their claim and to the realities many politicians are facing in their country, they have just left the country because they could and they wanted - the rest yadda yadda explanation will be on the air for some days… it will help them in ayslum….. and they will be forgotten and they will forget everything.. until another group comes to the news…. we will also be back to our daily activities……. that is really sad for the good press of ethiopia .

      Medrek’s Ethiopia Will Be A Prototype For The Future African Federation

      Ethiopia, one of the region-nations in Africa (states formed based on colonial regions), in contrast to the nation-states of Europe, is one of the countries still suffering from the sequel of the attempt of European colonization in the region and from the impact of the realization of Abyssinian colonization over other nation-states like Oromia. We all know that the name Ethiopia is a contaminated and abused name. It has got different meanings: according to the Bible, it is Cushland; according to Greeks, it is the land of blacks (burned face); according to Tigreans, it is Axum empire; according to Amharas, it is Abyssinia and according to the Ethiopianists from the oppressed nations like those from the southern nations, it is the current geographical Ethiopia. For Oromo nationalists, it is the symbol for the system of domination. Ethiopia free from this system of domination is the vision of Medrek, which is very good vision indeed!

      The system of domination is existing from the time of Minilik in different forms: as a monarchy of both Minilik and Teferi Mekonnen, as military dictatorship of Mengistu and as dictatorial revolutionary democracy of Meles. Will the next step be the forging of a democratic fedrealism by Medrek? According to the Mini-program of Medrek, it is understandable that the move is towards democratic true Kilil-federation in contrast to Weyane’s dictatorial fake Kilil-federation. The only mistrust the oppressed nations in the empire had was based on the presence of UDJ, the unitarist party, in the Forum. Now we heared/read that as a precondition for the entrance of both Negasso Gidada and Siye Abraha in to the party, UDJ made a reform of its program. What is this reform? Accepting the right of nations to have the right to self-adminstration (if not self-determination) in their Kilil? If so, then the mistrust of oppressed nations will be resolved!

      Regarding Medrek’s Mini-program on the adminstrative structure, it supports the right of all nations and nationalities to be organized in their territories at community (qebele) level, district (wereda) level, province (zone) level and at state level. What a fantastic structure! This can be a good example for the whole of African region-states. To tackle the problems of nations in Africa and to deal with the present global challenge, Africans are trying to come together and forge an AUG (African Union Government). We are looking at USA or EU (European Union) as an example. For instance Amhara democrats, who want to get rid of Kilil-federation and want to establish an Ethiopia of melting pot (melting all nations in to Amharaic speakers), do look at USA as a model, whereas Oromo liberation fronts, who want to establish independent democratic republics of different nations which may further forge a union of independent nations based on free will do like the model of EU. But both USA and EU can not be good examples for Africa. USA is the melting pot for all nations around the world migrating to America and learning english. EU is the Union of well developed and independent mono-national-states, all with their own respective languages good developed and used.

      Africa can be neither a melting pot nor a union of well developed only mono-national-states. The nations in Africa are diverse in development and size. What is good for Africa is to build a union (federation) with autonomous national areas for all nations aka “ethnies”. Based on their size and development, some nations can forge mono-national-state like Oromia. The others, which are too small to have their own state can forge multi-national-state like SNNP of Ethiopia, with all nations having their own province, district or community as autonomous natonal areas based on their size. Relatively bigger nations like Sidama can have their own autonomous province, nations smaller than this like Alaba can have autonomous district and the smallest nations like Dorze can have their own autonomous community. Based on their geographical position, certain small nations like Agew and Harari can join the bigger neighbour nations like Amhara or Oromia, but have their own autonomy, be it as province, district or community. Such 5 tier organization (African Federation — Mono-/Multinational States — Mono-/Multinational Provinces — Mono-/Multionational Districts and Mono-/Multinational Communities) is the best way of adiministrative arrangement for Africa.

      In Short Medrek’s Ethiopian model can be used as a prototype for African future federation, just changing Kilil-federation’s fake status under Weyane to a very genuine one, for which Mederek and AFD members including OLF and the likes are struggling. Then we will have not only an integrated region named Ethiopia/HoAfrica, but also an integrated continent Africa, which will be build on the center called Oromia with Finfinne as a capital. Oromia will be a sovereign state in a United States of Africa, so can be Amhara state, Tigrai state and other nation-states. The only question we people need to ask our selves is that, at which administrative level are we thinking, talking and walking when we try to deal with politics? If we are ready to accept and think at the level of the above five tiers, then we can look at the fact that Kilil-federalism or language based federalism, rather than Xeqilaigizat-federalism or geography based federalism, is the panacea for regional integration of Ethiopia/HoAfrica and for the continental integration of Africa.

      In respect to the development in this direction, thanks to CUD and OLF, the formation of AFD was the first nightmare Weyane ever experienced. Now the formation of the similar alliance at home aka Medrek by OFC and UDJ with parties of other nations like ATSD is the second nightmare. But if and only if UDJ accepts and respects Kilil-federation, then the move of Negasso Gidada to join UDJ instead of OFC is not disappointing for Oromos. If UDJ remains to be a unitarist party, Gidada is a failure, not only a disappointment. Otherwise Medrek is a better hope in comparison to Weyane’s fake federation (mind you Weyane is good in comparison to unitarist Amhara elites), but not the best hope, AFD definetly will be the best hope for the nations in the empire. Having regional (Ethiopian) union of nations as envisioned by both Medrek and AFD is really good, but unfortunately Medrek did it based only on the consensus of the involved parties, whereas AFD fortunately will have the same result based on referendum by the concerned public. AFD’s action will lead to the lasting result and the end-goal (regional union of nations per referendum), whereas that of Medrek is only temporary and leads us only to a mid-goal of nations in the region called Ethiopia i.e to regional union of nations per consensus of the involved parties without taking into consideration the will of the concerned public.

      The hope is because of the fact that both Medrek and AFD are on the same middle line (in the political spectrum of the empire) trying to establish regional union of nations, on the contrary to the ultra-left fronts needing to achieve only unconditional national independence without a possible union of nations in the empire/region and on the contrary to the ultra-right parties striving for unconditional regional integration in a form of assimilating all nations in to Amharinya speakers. Now MEDREK (the new AFD = Alliance for Federalism and Democracy at home) is sending a shocking wave in to Weyane circle. According to Negasso’s recent interview in VOA Afaan Oromo program, UDJ persues to achieve the goal of regional union of nations per public verdict in the future (union per referendum). If this is true, then Medrek is almost the same to AFD proper aka Alliance for Freedom and Democracy. The only difference is that Medrek wants to get the freedom from Weyane fascists only legally and peacefully, whereas AFD tries all-inclusive method. Then the future political move in Ethiopia will be from the status quo, from the position of the alliance of revolutionary democrats with their fake Kilil-federation, first to the position of the alliance for federalism and democracy aka Medrek to forge true Kilil-federation (self-adminstration) and then finally to the position of the Alliance for Freedom and Democracy aka AFD to realize the right of nations to self-determination!

      According to the recent interview given by the leaders of the different Oromo liberation fronts on Oromo community radio of Minnoseta, their fronts are moving towards a united front, then to move further together to revive AFD, the alliance with the democratic forces and with the freedom fighters of other nations. This will be a very good move to strengthen the struggle of Medrek at home agaisnt fascist Weyane. I hope this alliance in diaspora will be reactivated soon and will galvanize the struggle for freedom and democracy at home being cooperated and coordinated with the struggle of Medrek.

      As far as other African region-states formed by colonial powers are concenrned, they should learn from Medrek’s Ethiopia two things: firstly they need to learn to accept and respect the God-given right of their nations and nationalities inorder to help them to have self-adminstaration and self-determination, so that they can use and develop their own respective national languages instead of still worshiping colonial languages; secondly they need to foster Kilil-federation with different adminstrative levels of the five tiers as described above to promote cultural, economic and political autonomy of all nations and nationalities in Africa, which will be the democratic bases for the future United State of Africa, which should be free from the negative influence of both the hitherto colonial borders and colonial languages.

      I was a regular reader of AN and have missed it badly.Saturday without AN will take quite sometime to get used to.It came it went, it is fact of life.But if the government is serious about democracy it should guarantee their safe return and allow AN to operate freely.Not only democracy but also the people’s reading habit,analysis and all rounded view should be strengthened and government should make the way conducive.Gov shouldn’t be shortsighted.It shouldn’t also deny those who love and enjoy the paper their right to relish in the few things it is possible to relish in this country.It will aslo set a good standard to the other papers.If the government wants to counter balance this paper they can institute an equally good paper which gives exercise to the mind and educate the public to push AN out of the market.

      It could also be that there is no need for such luxury in this country in the eyes of the government and AN’s departure from the scene is the desired outcome.If it is to cling to power by all means, I think it is the way to go and any serious opposition from the media or strong parties should be delt with in various ways. The way AN is tackled through the so called administrative measures is understandable as it a great means to the desired end. We will see a lot more of it.

      Otherwise, the gov should come clean on this and show us it is commited to the little opening it created for the media to operate by recalling them and guaranteeing their return home through deplomates since it could be that some gov offices who did the offence.I am just thinking loud.

      I think the article showed how naive these so called journalists are to begin with. As the article explained above, all of the involved journalists were victims of this tyrant regime a few years ago when the dictator cracked down on opposition groups and the media. Why did they believe the criminal would let them write freely this time? In their (the journalists) naivety, they gave the criminal the legitimacy to appear credible that allowed free speech and opposition to the international audience.
