By Messay Kebede (Ph.D.) 24 September 2009 — I would like to thank Jawar Siraj Mohammed for the civility with which he engaged my article, “The OLF: Ideological or Leadership Bankruptcy?” Many Oromo responded to the article with emotional outcries and personal attacks, thereby displaying not only their alarming deficiency in sound arguments, but also their refusal to even discuss the issue. Some even went to the extent of saying that the Oromo issue is none of my business, as though Oromia had already become a foreign country. The happy contrast is that Jawar argues and wants to show that what failed the Oromo is not the ideology but the leadership. Since his sober and argued reply denotes an opening to dialogue, I reciprocate with an even higher longing for a rapprochement.
Jawar’s arguments are as follows: (1) there is no ideological bankruptcy since the large majority of the Oromo people supports the nationalist agenda of the OLF. (2) It is not true to say that the OLF operates in geographical conditions that are inimical to armed insurgency. (3) The success of the TPLF and EPLF highlights the importance of leadership. (4) The failure of the EPRP was due less to ideology than to strategic mistakes of its leadership.
What we get from these factual arguments is that “ideology does not play much role in determining the failure and success of an insurgency.” Jawar adds that, so long as an insurgency is not strong enough, it cannot consider reformist options, for it is suicidal for an organization to give up its mobilizing ideology. In other words, the Oromo nationalist or secessionist agenda should be preserved until the movement is strong enough to reform itself. Let me examine one by one these arguments.
Who Wants Secession?
Is it true to say that the Oromo people supports the secessionist agenda of the OLF? For that matter, let us extend the issue and ask whether the Eritrean people has supported the secessionist goal of the EPLF and whether the Tigrean people has agreed to the secession of Eritrea and the fragmentation of Ethiopia along ethnic lines. If both movements led to dictatorial regimes, is it not because the so-called popular support was actually imposed on the people they claim to represent? True, both Eritreans and Tigreans wanted self-rule, but it is one thing to fight against centralization and quite another to advocate secession. The latter is none other than a resurgence of the elitism of the 60s when Western-educated Ethiopians usurped the right to speak in the name of the people.
The only way by which Jawar can convince himself and other Ethiopians about the popular support for secession is through the implementation of a free and fair democratic process that begins by making serious reforms. If, after a time of power-sharing and democratic relationships, the Oromo people still expresses the desire to secede, only then can we speak of popular support. But all theoreticians, including ethnonationalists, know that in a truly democratic setup secession is unlikely. Put otherwise, what Jawar presents as a fact is not yet a fact; it is an elitist manipulation that uses past mistreatments to justify partition.
I add that if the Oromo had really wanted to separate from the rest of the country, no force on earth could have stopped them. Then, what is Jawar’s hurry? Let democracy sets in and you will have what you want if the grievances are still real. Incidentally, Jawar accepts that the OLF does not own the monopoly of representing the Oromo people, since he accuses me of “categorizing all Oromos under one ideology and under one organization.” Another mishap is when he calls my position “centrist,” even though all the books and articles I have written on Ethiopia unravel centralization as the main reason for Ethiopia’s failure to modernize.
Comparing Apples with Oranges
I leave out Jawar’s assumption that the OLF operates in conditions conducive for insurgency because it cannot be decided by people who write from America. However, there remains the issue of finding a neighboring country that provides political and military assistances, especially, that can serve as a shelter. In his reply, Jawar completely overlooked a detrimental outcome that he had vigorously and correctly denounced in his first article, to wit, the growing subordination of the OLF to the Eritrean regime. Yet the ideology of secession which, of course, leads to the choice of armed struggle, is responsible for the subordination.
Once it is said that the OLF has appropriate geographical conditions, the question is why it is still failing. Jawar’s answer is unequivocal: the severe shortcomings of the leadership. He uses a comparative approach to prove his point, namely, the military success of the TPLF and EPLF against the Derg. Unfortunately, the comparison is defective from various angels. One cannot compare the secession of Eritrea with that of Oromia. Not only different historical and geographical reasons intervene, but also minority groups, as was the case with Eritrea, have often no other option that the threat of secession.
When it comes to Oromia, we are presented with the unheard case of a group that wants to secede, even though it claims to be the largest ethnic group of the country. It is the unfeasibility of the case that derives me to speak of ideological bankruptcy. In the records of history, majority groups have defended the nation so that secession has always been the ideology of overpowered peoples. That is why I spoke of “self-mutilation” in that a group is degraded into thinking and acting like a desperate minority group. The Oromo need an ideology that is commensurate with their potential. Only then can they emerge victorious.
Who is the Winner?
As to the TPLF, its success should be taken with a grain of salt in light of the fact that Tigray is historically and culturally one of the cornerstones of Ethiopia. As such, any ideology that supports the breakup of Ethiopia is contrary to the historical role and identity of Tigrean people. That is why every time I hear about the victory of the TPLF’s insurgency, I cannot contain my perplexity. If the success of the TPLF depended on the secession of Eritrea, then I do not see where the victory is. Mengistu Haile Mariam could have also stayed in power by letting Eritrea go. Such an outcome would have been considered, not as a victory, but as a defeat. Moreover, how is the fragmentation of Ethiopia along ethnic lines an expression of victory? When Ethiopia is diminished and put in a condition close to disintegration––which is the only way by which an anti-Ethiopian Tigrean clique can dominate the country––I do not shout victory for the Tigrean people.
In place of victory, I see defeat, as no amount of military prowess will remove the bare fact of Ethiopia as a landlocked country. What was the main source of Ethiopia’s weakness and isolation in the past, that is, since the control of the Red Sea by Muslim forces, is back again thanks to the TPLF. Some years ago I posted an article in which I asked Ethiopians to let Assab go because it would only mean continuous war against Eritrea. I argued that the best option is to work toward the return of Eritrea through some form of federal arrangement. The TPLF government is now fully experiencing the huge impediment of being landlocked. The ethnic paradigm and victory at all costs, even by sacrificing Eritrea, combined to bring disaster and despair on Ethiopia. In light of these monstrous costs, is “victory” really a proper term?
Ideology and the Choice of Means
I am confused by Jawar’s statement that “ideology does not determine the failure and success of an insurgency.” How can it be so when we know that strategic choices are dependent on ideological inspirations? The OLF and EPLF opted for guerrilla warfare because of their secessionist ideology. Consequently, they allied with forces opposed to Ethiopia and refused to work with Ethiopia’s progressive forces. Likewise, to associate with the EPLF, the TPLF had to invent the ideology of Tigray as a nation and adopt ethnic references as the highest norms of political struggle. This ideological orientation explains why it could not ally with the EPRP and other progressive forces. Instead, it went in the direction of helping Eritrea to become independent in exchange for military and political support. You cannot explain the TPLF’s “victory” without its alliance with, nay, its subordination to the EPLF. In short, vision commands strategy as well as the degree of commitment.
To explain the defeat of the EPRP by the failure of its leadership is correct, provided it is added that the leadership failed because of ideological extremism. The choice of urban guerrilla struggle, which is believed to be the main blunder of the organization, is not separable from the slogans demanding a people’s government and socialism. If the EPRP had focused on democratic struggles for freedom of association and expression and for the establishment of a national government of reconciliation, etc., it would not have embarked on the wrong path of urban guerrilla. Contrary to Jawar’s statement, at that time, people, including the bureaucratic elites, the peasantry, the workers, and the Amhara population, expressed democratic demands as opposed to the socialist ideology of students and intellectuals. The EPRP and other leftist movements fought for the control of the state in order to impose their vision on the society. The Derg foiled the project and adopted socialism, not because it was forced to do so by the civilian left, as some authors claim, but because socialism exactly fitted its dictatorial interests.
The debate over the primacy of the national question over class interest in the Ethiopian student movement is the typical ideological battle that led to the formation of the TPLF and the OLF. According to the Stalinist vision, the liberation of the ethnic group has precedence over the consideration of unity with other groups. The detrimental consequence of this reasoning fully transpires in today’s Ethiopia, since the vibrant student movement in Ethiopia is now practically dead, undermined as it is by the dividing impact of ethnic ideology. This death is a palpable proof of how deeply ideology can be paralyzing. My message to Jawar is thus clear: what keeps you in chains is the diatribe against Amhara, Abyssinians and the correlated discourse on the Ethiopian colonization of the Oromo, which discourse undermines the gestation of common goals and actions.
Here and there Jawar’s reply seems to suggest that self-determination and secession are used for their mobilizing power rather than their intrinsic merit. He writes: “just because an ideology makes it simple to mobilize support, it does not mean it should be adapted without careful and rational evaluation of its short term and long term impact after liberation.” A merely tactical purpose diminishes the mobilizing power: not only does the secessionist ideology divide people, but also a tactical usage means that the leaders do not really believe in the ideology they are preaching. If that is the case, weigh the for and against, and it becomes clear that the best option is to simply drop the ideology.
But neither Jawar nor the leaders of the OLF are willing to drop the ideology. Why? Because it would allow extremist groups to rise and marginalize the present leadership. This is the inevitable price for cultivating and spreading for such a long time a divisive ideology. At one point a situation is created where it becomes impossible to reverse course. All the more reason for allying now with Ethiopia’s moderate and progressive forces, for only the engagement of the country in the path of resolute democratization can block the rise of extremist groups.

The good proffesor does not say a word about his silence about Mala amhara organization but but telling his cheap shot on others. It is obvious he got a good opportunity to show his distress with the oromo public in general. His vain is full of horomones that spike the Amahra elite supermacy, urging others to drop what they have fought for centery and follow his ‘holly’ recomendation.
I did not see any answer to Jawar comments execept he thrown out his toxic comments he made it earlier.

Professor Mesay is enlightening the Oromo elite who are detached from the present reality in Ethiopia and the world. The die-hard members of the OLF are brainwashed and blinded by a defunct and obsolte Marxist ideology and can not engage themselves in any civil and decent dialogue.
They are hollow and make only noises like an empty container made of tin. The OLF attempted an ill fated insurgency in the early 90`s when it was sharing some power with the TPLF. Since the insurgency was not even widespread in the region the OLF claims to represent, it has failed. The TPLF was able to route out the the OLF forces easily since the Ormos did not take part in the insurgency. However, the OLF in partnership with the TPLF carried out massacres against unarmed innocent civilians labelled as Amhara colonizers. The cunning and organizationally strong TPLF lured the OLF into accomplishing the former`s agenda of ethnic cleansing and killings. After having used the OLF for his anti-Amhara agenda, Meles Zenawi moved against and routed it from the ethnic enclave of oromia. The fiasco and utter failure of the OLF have remained to be the source of humiliation and exacerbated the lack of confidence or feeling of inferiority among themembers of the OLF.
The failure of OLF`s armed insurgency is to be blamed on the lack of broad support for the secessionist goal of the front among the people its claims to represent. The EPLF trainers and military advisers of the OLF also speak of the lack of discipline and motivation in the rank and file of the OLF fighters.

The OF should review its policies, overall programs and modernize itself to be a credible partner in the struggle for democracy, freedom and justice. The failure and weakness of the OLF lie in its ideology of adherence to the outdated Stalinist ideology of the right to secede. The Oromos have played a central and key role in creating and shaping the present day Ethiopia and the issue of secession does not serve their interests. They are Ethiopians and will remain so like their fellow countrymen with their rights accepted and respected. The elite manipulating legitimate public grievances to achieve their sinister goals of separating the Oromo Ethiopians from the other Ethiopians and seize power should be rejected. Such an elite does not have any democratic or popular agenda other than imposing their wills on others. We can learn much from the EPLF and TPLF elites who have turned out to be as or even more brutal and repressive than the regime they have overthrown.
As the foster child of the EPLF, the OLF will not be any different or democratic than the EPLF and TPLF.

Well explained Dr Messay. OLF hasn’t succeded due to its extremist agenda of secession. Its hateful and exclusionary political tactics have also paved the way for rival organisations including OPDO which has become an effective arm of TPLF to control Oromia. OPDO claims to stand for most of the political demands of the Oromo people depriving OLF of any sensational mobilising political agenda except ’secession’. I believe this partly explains OLF’s obstinate upholding of ‘independent Oromia’. The leaders of OLF are afraid of losing their organisational identity without the secession agenda as a number of Oromo-based political organisation have already entered into the politcal market.

I somehow lost track of the discourse. A political organization fails if the idea it holds fail. As long as the idea it upholds is able to mobilize supporters, it is well alive and kicking. Therefore, has OLF failed? No. Has EPRP failed. No. Has Ethiopian Workers Party, failed, Yes. If failure and success is measured by coming to power then we have missed the dynamics of political organization. OLF has succeeded in mobilizing the Oromo people and the facts are on the ground. Its strength could be measured by its long years of track history. Moreover, the slogan OLF upholds still mobilizes thousands of Oromo youth. EPRP failed to grab power (government) not because of its ideological extremism or leadership crises. In fact, EPRP was the only political organization that sacrificed most of its leadership. Therefore, if any leadership crises were on the surface it was so because of such sacrifices. Are there leadership and ideological crises in OLF. Yes, like any living political organization. It is only the dead that will not face such crises. Funny enough, the armchair scholar (an ex- Marxist and ardent one for that matter) prescribed a new ex-post-facto recipe for successes. He wrote had EPRP,
“focused on democratic struggles for freedom of association and expression and for the establishment of a national government of reconciliation, etc.,”
Reconciliation with whom? With fascist tugs that killed thousands of innocent young people. Dr. Mesay have you uphold such position then? If no, how would you prescribe a tactical slogan now on events of the past? Is that feasible philosophically, just curious. You erred and erred absolutely. As much as I refrain from predicting what would happened to those individuals and organizations that orbit around TPLF; I don’t want to iterate what happened to those who allied with the Dergue. To make short my understanding of the dialogue, for any political organization to fail it must face irreparable ideological disaster blended with leadership crises. It needs two to fail. In this regard, both Mesay and Jawar are right as each have raised one side of the crises. If strong leadership is in place, it would be able to repair any ideological crises that an organization may face, either by reaffirming or revisiting the basic tenets. On the other hand, if the ideology were intact but the organization faces leadership crises, new out-bound individuals would come in the driver sit to revitalize the organization. OLF has a long way to go before it finally dissipates, for I have not seen yet any full-fledged compounded crises on the organization.

Propaganda is generally an appeal to emotion, not intellect. It shares techniques witt advertising and public relations, each of which can be thought of as propaganda that promotes a commercial product or shapes the perception of an organization, person or brand. I think this is the positive aspect of olola, just selling one’s own agenda and attacking one’s enemy. The negative one being what is done against one’s rival (not enemy) aka exagerating its weak side!”

I didn’t find professor Messay’s argument strong enough this time. He simply mumbled for the sake of responding. I find some of his statements as mischaracterization. For example, there was nothing in Jowhar’s statements which shows he is a secessionist. Actually, Professor Messay also argued for the same demand that Jowhar did - self rule! That is all the majority of the oromo people are looking for, including OLF itself. Another quite interesting statement professor Messay makes is that it is his business to argue about what right for the ormos because oromiya is not free yet. This is a joke - there is a total difference between talking about a land or a geographic area vesus talking about what is good and bad for the people. One of the silly personalities that the Occupiers (not Amharas only) demonstrate in political discourse is that their central focus is the land, the resource, etc. Actually, they wish that there are no endegenous people claiming title to the resource. For Professor Messay, the onlly reason he is concernced about Oromo politics is because fo Oromia - the land, the resource, etc. That is the only motive for him to involve the political debate in the first place.
You try to patronize. Your sole interest is not in what is good for the people whose political issues you involve your self in. You are condescending, the illiterate Amhara feudals did in the past. With this king of behaviour, none of your statements will be of any use. You better spend your time on something else.

That is right, Tolosa and Daniel are paid agents of Weyane and Shaebia to divide Ethiopian people further more. Who is really lenient on this are OLF members who are brainwashed. I remember when my mother used to say during Mengistu time “Ayee yihe sewye biwerd ageru selam yihon neber” my dad will say not supporting Mengistu but “yebelete kesu yebase meri new yemimetaw” well my father’s prediction turned out to be true. Now my prediction after Weyane is either positive or negative. I honestly think it is time the Oromo who should take the leadership and it is my wish that they will take it to the right direction, if this turns out to be positive. If not, Ethiopia will fall under another ignorant ethnic leadership if not secession that will take Ethiopia to another 100 years backward rather than improving and working on what is missing to advance the country.
I recently heard what goes on in AA University. When an Oromo student very graciously and politely interacting with any Ethiopians learn his education among the fellow ethiopians until he is encountered by fellow Oromos who have association. They recurit this student to be member to this association. What strengthens this association is the money that comes from Minnesota die hard OLF. This student after 6 months of brainwashing in this association now starts to avoid other Ethiopians except the Oromos. He refuses to speak Amharic, he starts to see other Ethiopians with animosity eyes. Many students have witnessed Oromo students change right under their own eyes.

That is right, Tolosa and Daniel are paid agents of Weyane and Shaebia to divide Ethiopian people further more. Who is really lenient on this are OLF members who are brainwashed. I remember when my mother used to say during Mengistu time “Ayee yihe sewye biwerd ageru selam yihon neber” my dad will say not supporting Mengistu but “yebelete kesu yebase meri new yemimetaw” well my father’s prediction turned out to be true. Now my prediction after Weyane is either positive or negative. I honestly think it is time the Oromo who should take the leadership and it is my wish that they will take it to the right direction, if this turns out to be positive. If not, Ethiopia will fall under another ignorant ethnic leadership if not secession that will take Ethiopia to another 100 years backward rather than improving and working on what is missing to advance the country.
I recently heard what goes on in AA University. When an Oromo student very graciously and politely interacting with any Ethiopians learn his education among the fellow ethiopians until he is encountered by fellow Oromos who have association. They recurit this student to be member to this association. What strengthens this association is the money that comes from Minnesota die hard OLF. This student after 6 months of brainwashing in this association now starts to avoid other Ethiopians except the Oromos. He refuses to speak Amharic, he starts to see other Ethiopians with animosity eyes. Many students have witnessed Oromo students change right under their own eyes. Therefore, I wonder what the Minnesota OLF must have been telling these students to look at their fellow Ethiopian student with revenge? How many of this brainwashing must be true? That remains to be seen. Of course I am only discussing this because we are talking about OLF. the TPLF act in AAU is unheard of. Anyways. Such act is what really worries me about the future of Ethiopia. The young is growing hating another ethnicity and when this Weyane is gone the actions of OLF against revenge is what worries me based on brainwashed and exaggerated past history even though we can’t ignore the oppression of Oromos under Amaras. The Weyane regime also can stop this animosity if it wants I was told but because they are afraid of “unification” in AAU which is deja vu where the inception of TPLF originated in the first place, that is their night mare so Weyane encourages or ignores this division to weaken the coming of the students to question human rights and democracy in the Ethiopia over all. So I cheer for Oromo’s leadership in the future of Ethiopia however the direction could lead to democracy and victory for Ethiopia as a whole OR disastrous ethnic war.

Dr. Messay You have done a number of mistakes.
1. you assume Jawar as a secessionist
2. You have not answered his argument directly
3. You have contradicted yourselves
4. You have deviated from original argument and began advising how it should have been done from your prospective.
All these mistakes happened because you look in to his articles not from scholarly analytical point but from your own personal interest. You see, you have not read Jewar’s article critically leaving any baggage behind as any intellectual supposed to do it. Your own subsequent article manifests your deep hate rage of the Oromo question self-determination.
1. YOU ASSUME JAWAR AS A CESSIONIST
If you had read critically Jawars’s article you could have reach different conclusions. The fact that JAWAR brought the failure of OLF weakness to the Ethiopian forum could have signaled you to reach different conclusion. You will never find an article critical of OLF written by Oromo who is secessionist to be posted in Ethiopian forum. Not only that JAWAR should have been praised for brining Oromo concerns to the Ethiopian forum, any one with the right mind who read his article could have easily concluded that JAWAR could never be a secessionist.
Dr. Messay you have no problem about the weakness of OLF leaders. In fact you may have tossed whisky with your friends. But you hate the most about OLF is his goal of self determination. You can say and write anything for OLF to drop its goal of achieving his goal of self determination.
Here is the problem with you Dr. Messay. JAWAR’s article did not include what you wanted to see the most that is, the abandonment of self determination. Since JAWAR never mention that as a root cause of OLF’s failure, you jumped to the gun thinking JAWAR is simple cookie. You are wrong. I think your assumption about JAWAR and your articles reflection of personal interest put in question your intellectual caliber.
2. YOU HAVE NOT ANSWERED HIS QUESTION OR DEFEND YOUR ARGUMENT
In fact JAWAR challenged you to show him where and what remarks of his article makes him a secessionist? Dr. you have never offered an answer. Instead you have evaded the issue and proceeded how many Books you wrote etc for remarks he made against you “Centralist”. I think JAWAR made the remark “centralist” based on your responses to the article he wrote. I will leave that to him to respond it. And you have yet to respond to JAWARs challenge to show him how OLF political goal becomes a failure?

Can we stick to the point of analyze the responses of each individuals comment on it? Rather than using this occasion to advance and promote our agenda in hammering the Oromo struggle. Man you are full of Personal feeling of resentment against Oromo’s specially OLF. The issue at hand is, is it ideological failure or leadership failure? Why we dance away from the issues? I am sorry. I have no time to spend in thinking about ethinic polarity, which is the nonsense view of the 21st. century. As we learn form the present world situation, world is talking that all problems, social, economical, political are collective problems and need collective actions to solve. No single nation is able to solve a problem. Is the OLF group thinking this fact ? Or they finetune their ethinic attitude for asylee consumption? Is it possible to extend the life of OLF by asking asylee forever?
In my openion, sofar I saw OLF, OLF did nothing to oromo people except using the name OLF for the asylum consumption to secure its misguided group members. So OLF is asylum seeker,and no more struggling for the right of oromo people.

It is of course that Oromos are migrated long ago from central east Africa ,mainly from the current Rwanda .The famous Historian Richard Pankhurst call them the Animists .The prime example of all this is the pure Oromos in deep south, which they still retain their cousins Hutu and Tutu complexion . like anybody would suggested otherwise, I do not wish to see no Oromos to go back to Rwanda either, but, to exercise their identity, liberty, the pursuit of happiness in their (new home land)Ethiopia. Here are peoblems with the good professor’s response. He seems to confuse national liberations with other forms of struggle. The agenda of a libertion movement is to get people to a stage where they can decide for themselves. They do not have to fight for a particular form of government. That is why historically gruops with differnt beliefs of government had come together to liberate their people first and then let people decide later.
The ideology of OLF is what is in their program. As far as I know there is nothing in it that says they are fighting to establish a socialst state. a choice of tactic of a fight is not ideolgy.
The struggle of Oromo people as Jawar elequently put is much larger than OLF.But as usual, these people who are no frinds of Oromos continue to ignore the relvant argument and go on venting what amounts to non issue.
It is obvious they cann’t win their argument on the merit.That is why they often go outside the issue that are being disscussed. Very often they are dimissive of other ideas except theirs’.They continue to believe that they can decide what is good for the rest of us. We know their track record is not exactly a shining example for other opressed people.
They have nothing to offer.It is up to us to give them an offer they can not refuse.May God bless the Oromo people and their friends.

It is not a future concern. OLF’s terrorist record is not new or expected to be seen in the future. Our concern was there for the last 40 some years. OLF been the Alshabab of Ethiopia for a long time. OLF is been training suicide bombers and did it in practice, ruined, murdered, destroy public installations (government, building, hotels, bridges …) hotel guests for many years in Ethiopia. OLF is top organized crime entity carried an ethnic cleansing of the Amhara people several times. I simply want to put great facts point by point:
1. Jawar is 23 years old undergraduate student, half Amhara/Orthodox, pro-present day smaller Ethiopia and well-connected to present regime. The article is artculated by other and published under his name.
2. All past wrong-doings that has never rectified should be addressed. e.g Meneliks genocidal massacre, lands and properties confisicated by neftegna party and Orthodox liberation front (50,000 churches) should be addressed
3. True Ethiopian history should be re-written
