The central issue that has eluded candor national debate
May 27th, 2009 | By Neamin Zeleke — Several Ethiopian scholars and political commentators alike have argued in the past that the TPLF regime in Ethiopia has been promoting the domination of a minority ethnic elite, i.e., the Tigreans, in all spheres of the nation’s life — economy, military, intelligence and security services, foreign affairs, etc. Much has been said and many have commented upon the blatant nature of the drive to ensure the domination of Tigrayan elites who claim to represent only 6% of close to 80 million Ethiopians.
Dr. Berhanu Balcha, a member of the Network of Ethiopian Scholars in Scandinavia (NES), wrote an article under the title “Minority domination and Ethnic Federalism.” In the article published by many of the Ethiopain Websites, Dr. Berhanu aptly argued:
…according to the principles of its own ideology of fair and equal representation of ethic groups, the TPLF, which represents the Tigray province with its 6 percent of the Ethiopian population, should have assumed a minority role, if its intention has not been a minority ethnic hegemony via ethnic federalism. Because it has operated contrary to the rule of its own game, the TPLF is operating as an instrument of coercion and domination rather than equality and freedom.”
He continues:
…as a result, the ethnic federal arrangement in Ethiopia has been characterized by economic monopoly, militaristic domination, and brutal suppression of the rights of the majority of the Ethiopian people, by the TPLF. In a nutshell, the ethnic federal project in Ethiopia has become a device for the implementation and protection of the hegemonic position of the tiny minority Tigrayan elites who have been aiming to have a dominant control of resources that the Ethiopian state controls and generates…”
In the name of a ridiculous notion of “organizational solidarity,” almost all of the ethnically drawn regions under the TPLF ethnic federal arrangement are controlled by Tigrayans running the show. In fact, the pattern has been dubbed in Amharic as “tako”. There are Amharas, Oromos, Southern, and individuals from the plethora of ethnic groups of Ethiopia holding formal positions, yet the real decision makers, movers, and shakers are Tigrayans deemed loyal to the ruling party, the Tigrean People Liberation Front (Woyanne).
It is important to note what is written in a recent statement released by AFAR MOVEMENT (AM) – QAFAR UGUGUMO. The statement mentions a UN Report 2002 that indicates that about 98% of directorial, managerial, adviser, technician and engineering positions in the State of Afar are all occupied by non-Afar speaking people. The statement discloses quoting an ex-cabinet member of the Afar state that “All advisers and expertise are all Tigreans.”
So much for the so-called “equality of nations and nationalities” under the TPLF ethnic federal arrangement that purports to ensure the devolution of power and self-government to the ethnically drawn regions.
Ginbot 7’s latest statement provides a comprehensive list of the key and commanding positions held by Tigrayns in the military. By any stretch of imagination, it is not possible that 6% of the population have the unique capacity to command and control 95% of the command posts in the military. It is not possible by any kind of qualitative measurement for promotion — merit, experience, education and other criteria — that a single and minority ethnic group would have what it takes to hold 57 out of the 61 key and mission critical positions within the national military. Nothing can be further from the truth; the only thing that they have is their ethnicity and political loyalty to be able to totally dominate the military in such grossly disproportional ratio. This is the penultimate and most central point that comes out very loud and clear indeed.
If one is curious enough to examine the military composition during both Emperor HaileSelassie and the Derg regimes, dubbed as “Amhara ” regimes by the TPLF, it is extremely doubtful such a blatant phenomena where 95 percent of the command posts in the military of both regimes were held by Amharas. In fact, the best and ablest, and also the most powerful generals hailed from all ethnic groups of Ethiopia. Gen. Mulugeta Buli, Gen. Jagama Kelo, Gen. Aman Andom, Maj. General Demissie Bulto, Maj. General Regassa Jima, Gen. Woldeselassie Berka, Maj. General Merid Negussie, Gen. Tesfaye HabteMariam, Gen. Teferi Benti and scores of others who come from various ethnic backgrounds come to mind.
Here, the reader should be cognizant that we are not talking about the rebel army the TPLF was back in the days when it was in the Dedebit desert, but 18 years later and right now — and claiming to rule Ethiopia, telling us that there is a national “Ethiopian Army,” or the so-called “Ethiopian Defense Forces”! Only the tribalist regime and its mindless mouthpieces abroad would have the shameless audacity to argue to the contrary — that what we have in Ethiopia is an equal and proportional representation of the major and minor ethnic groups in the military. Therefore, they have been claiming “equality among nations and nationalities hitherto absent…” assured and ascertained, as they deafen us with their endless mantra, day in and day out.
But the facts and figures in the table below and many hitherto scattered data speak otherwise. Thus vindicating what has been known for so many years, i.e., the grossly blatant and far reaching drive for ethnic hegemony of a minority Tigrayan elites over the rest of the Ethiopian people. Of course, for those who are quick to show a handful of non Tigrayans with rank of a Lt. General, Brg. General, etc, yes there are coteries of yes men from other ethnic groups all around the Tigrayans. The nominal and feeble so-called generals, the likes of Kassa Deme, Bacha Debele, and others from Amhara, Oromo, and other ethnic groups — who have lost or do not have any sense of self respect — do exist. They go through the motion of sheepishly scavenging crumbs from their masters table. These puppets do not wield any real power in addition to the often encountered humiliation of being scolded by not only Tigreans with much lower ranks, as many have exposed, including the latest by Tesfaye Gerbeab’s “The Journalist’s Memoir” who laid bare the extent of this phenomena.
Ginbot 7’s latest statement recounts the thousands of high ranking officers, line officers, NCOs and privates from Amhara and Oromo ethnic groups purged by the TPLF mafia in the thousands in recent years. In effect, an ethnic cleansing within the military enclave. On a related story, the purge carried out by the Tigrayan gang is characterized by inhuman torture and suffering the victims are subjected to. Tesfaye Gebreab, in his rent article about Ginbot, mentions the brutality of a woman torturer named Col. Biraa, a former TPLF commissar and now in charge of prison, where military officers are held incommunicado and tortured, some until they are disabled for life. For the latest purges and repression carried out against officers and privates alike in the military one can also refer to a recent report by Finote Democracy [pdf].
Captain Teshome Tenkolu’s story, one of the ablest air force pilots and trainers subjected to inhuman torture is a yet another case among perhaps the untold thousands of others subjected to cruelty and inhumanity carried out by the Tigrayan mafia within the military establishment. The stories told about Capt. Teshome and his late friend, Maj. Daniel say much about the brutal and inhuman ways used by the tribal mafia regime and its henchmen to punish members of the armed forces suspected of any “wrongdoing”. Both were forced to spend two years in underground dungeon under extremely gruesome conditions, forced to sleep and live literally on human remains until they were released after being told by the shameless Woyanne that their country needs them to fight their war with Eritrea — to save their skin in that war with Eritrea which consumed 70,000 Ethiopian lives with no relevance whatsoever for Ethiopia.
The two were asked to return to the air force as pilots. It gave Capt. Teshome the chance to escape to Eritrea with an air force plane. He is now living in Canada. While his friend Maj. Daniel who stayed behind was less fortunate. Several years later, just barely two years ago, he was found dead in Ethiopia under extremely dubious circumstances. Who else could have killed him except the usual suspect, now that he has done his “service,” he could be disposed off.
According to Capt. Teshome’s account of the extreme suffering and inhuman conditions he was forced to endure, the captors who took him from his office at the air force base were Tigrayan officers (former TPLF cadres mentioned by name); the interrogators torturing him, for reasons that he has yet find out even today, were also Tigrayans. It is yet another story of the judge, the jury, the police, were all being played out by individuals belonging to the same ethnic group — Tigrayans — at the service of the TPLF mafia. The minority ethnic domination has far reaching implications for Ethiopia’s future peace and harmony that must exist among the various ethnic groups, including the people of Tigray region. Such facts and figures must come out to show the world the bankruptcy and total recklessness of the TPLF regime and the cabal controlling it.

But the ARTICLE DID NOT GIVE commander names of other divisions like 12th division, 13th division, 26th division, 27th division, etc and many other divisions
So can you tell us who are the division commanders??
OUT OF ALMOST 40 divisions, you gave the name of only 12 division commanders who are tigre. give the names of the non-tigres in the other near 30 divsions

the only solution is that we all join peaceful opposition parties so that we can improve ethiopia and make army, government, all inclusive

Dear Ethiopians:
I have worked with TPLF. The system the regime designed for Ethiopians none other than the aperthied system once practiced in South Africa. The tragedy is Ethiopians of all ethnic group are either blinded from the truth or have decided to live slave life. It is sad but that is the truth. Everyone I know knows what is going on. No bodyis daring to do anything. To my surprise the few existing opposition groups of all sorts are strong and fierce in fighting among themsleves.
Let me mention few areas:
1. Education
This is the main area the Tigres are working on. I must state that I don’t have any hate toward Tigre per se. But what they are doing is evil at best. They want to creat Tigre elits, and limit others below 10th grade. They are doing well on this. Now, the Tigres are about 45% of Ethiopian University students. Amharas are estimated to be about 15% while Oromos are less than 10% of Univeristy students. Advanced education is exclusively reserved for the Tigres. 98% of all scholarship programs are given to the Tigres.
Federal Employment
Ethiopia is entirely dependant on foreign assistance. The regime gets about 4-6 billion from outside sources. Most of the figers we know are those coming from the West. TPLF gets about the same from China, India, Arabs and Russia. These resouces are coming through the Federal Government. All Federal government employees and official are know Tigres. You may find few Amharas in clerical positions. You barely find any Oromo at all in those places.
Economy:
I will not talk about business, finance, industry, trade and minning. The facts are clear for most Ethiopians. I will talk about land. Pursuant to the TPLF constitution the Ethiopian land belongs to the Government. The Government is TPLF. Therefore, according to TPLF the Tigres own all of Ethiopian lands. All other Ethiopians in Ethiopia, except Tigres are tenants. As landlord Tigres can expel anyone from these lands. Now, therefore, Ethiopian peoples land is given to China, Korea, Arabs, India, and many others.
TPLF is not giving these lands for free. They are giving by securing continuous military and financial support from these regimes. The arrangment is perfectly legal. They say Tigres will give security protection for these foreign governments and companies assests in Ethiopia in return for their military and financial support to the Tigres.
It is a sad reality. A country that prouds itself for being independant during the colonial time is now becoming the a colony of most brutal nature.

Selam Wondim Neamin, Article 87 of their Constitution on Principles for National Defence states, inter alia, that
1. The composition of the national armed forces shall reflect the equitable representation of the Nations, Nationalities and Peoples of Ethiopia. ”
They are being loyal to their Constitution.

Most of the generals and officers in the army are tigrians of eritrean origin, which Meles Zenawi trusts more. Meles Zenawi has killed or eliminated those tigrians of Ethiopian origin. In fact the army is controled by eritreans, who speak tigrigna. This is the bitter reality we are confronted with. TPLF should be called TPLF-eritrean wing or EPLF-TPLF.

In your second question I just can see how shameless you are. Are you telling me that the Derg regime was Amhara dominated? Common man…at least be loyal to yourself and shut up…there were so many powerful, respected Oromos and other ethnic groups in the military…though the primary objective of that regime was not to bring ethnic equality (as TPLF claims to be). And during the Derg regim, a general is a general…not as we have now where you can have an Amhara or Oromo general being ordered by a Tigre shaleka….and can u imagine how painful is this to a military? I don’t think you do…u r shameless!

i find it funny that Ginbot 7 was attacking woyane. if you attack a government and if Ginbot 7 tries to use amhara generals inside army, then Ginbot 7 is causing mistrust between people inside the army.
it does not make sense how Ginbot 7 attacks woyane after Ginbot 7 used amhara generals to attack tigre generals.
the woyane dictatorship will feel insecure and fire amhara generals.
anyway, Ginbot 7 and other amhara groups are to blame if amhara generals are fired. this is common sense

The above comperhensive analysis has portrayed the woyanne’s long awaited dream which they have been persuing since thier inception in the bush. Couple of things I should add are, when I was at Makelawi dtention center among one of the prison of consciouses I was told by a person called Kiros:
1. Woyane is working to wards the elimination of Amharas and others who are alliance to it
2. Amhara will never ever come to power again
2. The only tribe in ethiopia which stands for its rights is Tigre, the rest are followers
3. We have been working to knock out Amaharas and all other tribes from key posts in civil and military sectors. Now we have achieved it with Military, Security, Ethiopian Airlines, and Addis Ababa University.
4. We have got this power by blood so do not think you would get it by a pice of paper.
These are some of the points which I have remebered.
Then what do we expect from this group. The only way out the fight and get rid of the Woyanne regime.

The reign of ethno-fascism in Ethiopia is institutionalizing discrimination and marginalization against the main stream Ethiopian communities. Ordinary Ethiopians discuss the issue of Tigrayan monopoly over the economic and political lives of their country always. The army and security are no exception in this exclusivelyTigrayan ethno-fascist rule.
The short sightednesss and serious weakness of some mainstream Ethiopian politicians are their ways of preaching love, peace and tolerance to tame ethno-fascism and change the situation. We can not defeat ethno-fascism through preaching love and tolerance and making our people submissive subjects of this brutal system.

The most Emperor Menilik’s senior Comanders were from all Ethiopian Nations, who want to serve the Country- Oromo(Minster of defense, Fitawrari HabteGiorgis Dinegde) Guragie(Gunnery ,Dejazmach Balcha Abanefso) and others.

Both under Atse Haile Selassie and particularly under the Derg, the Ethiopian army had become a well-respected post-tribal, truly multiethnic institution.
Like everything else, the military under the rule of TPLF has been perverted into a rag tag tribal force that is recruited from and serves the minority Tigrean tribal junta. Its sole purpose is the repression of 97% of the population, which has never accepted nor will ever accept TPLF’s tribal rule. It is incapable of fighting a real war against a foreign enemy. It is this tribal army that run away wagging its tail when it was faced with resolute resistance from Somali insurgents. Until the country was humilated by TPLF’s tribal army in Somalia, Ethiopia had never lost a war to a foreign enemy.
As I read your article, I couldn’t help thinking again and again about the following question. The US obviously knows that the military in Ethiopia is not a national force, but an institution that is narrowly serves and is controlled by a tribal organization that claims to represent less than 7% of the Ethipian population. Why would the US train and arm such a military whose constitution and leadership is inconsistent even with the most elementary norms of nationhood. Is this state of affairs of the country’s army a sure recipe for instability and ultimate chaos?

we are blaming TPLF because some people hate tigrians.
there are two issues.
since the movement that overthrowed DERG was led by Tigrian TPLF, there is big chance most post-DERG army generals will become Tigrians. The same way when haile selassie was removed by Derg.
the same way when Amhara emperor menelik colonized oromos and put amharas in 85% of top military positions.
it is not because of menelik policy but the winners of the previous wars were his amhara armies.
haile selasie never wanted to make amhara army but they were 75% amhara because of those who benefit economic/academic etc and most likely to support his policies. so haile selassie idea of selection was BASED ON MERIT not ethnicity but the Merit is always dependent on social/economic/political realities so the most top positions were controlled by amhara.
the same thing with TPLF/EPRDF army.
it is based on MERIT. but likely that most are Tigrians.

TPLF has been from the start of usuping to power and will continue to be in your face type of government first with the handing over the constitution wit Article 39 (1), Article 8, etc. in collaboration of its cotails of loyalist opposition leaders and others from the UDJP, which was a prelude to separation of Eritrea from Ethiopia, both of which went through with refendum by all Ethiopians. These being the major points, TPLF under the cover of eprdf, where TPLF is the politbuero, and eprdf of the teletafi parties under TPLF, has managed a political stranglrhold of the of the counry and its population by TPLF and TPLF affiliated enterpeizes. Having stream lined its security forces and Agazi body guards and sharp shooters trained and armed with Ethiopian tax payers and foreign aid federal army and police force serving the interest of the one party are the other in your type of undemocratic governance in the name of eprdf, along with no balance of power between the judiciary, the executive body and the parliament, where in the parliament, the loyalist oppostion parties are a sitting duck, with no action, no legislative power. They are now reconfigured in a coalition party called medrek, made up of UDJP, and loyalist opposition parties with with ethnic agenada.
Ethnic domination is another in your face agenda since 1991. When I went to Ethiopia in 1998, and was following a paper work to initiate Eport of commodities in the department in the Ministry of commerce, I noticed most of the workers from cleanig guards to the top officials were tigres. The streamlining and replacement of the top officials is one of those in your face type of preplaned agenda in the blue blue print and bussiness devlopement by TPLF and TPLF affiliated enterprizes throughout Ethiopia, while the otherethnic groups do not not have the freedom of movement and settlement outside of Killil, vis a vis the initial attrocities commited over the Amahara ethnic group as a result of the appartheid policy of divide and rule by TPLF/eprdf. The other in your face policy agenda is that the current regime left Ethiopia without a port, by not not at least keeping Assab to Ethiopia, even though Ertrea and its port are part parcel of Ethiopia not a colony.
The other face of TPLF/eprdf, after 2005 election is how dare you type of mentality having a tighter, accomplishing the long drawn out plan of ethnic dominance in the past eitheen years, and now after 2005, the prime minister acting as a grand jury, the judge and the prosocuter, where the three elements are only tools for multi tasking function of the three branches of the government. The other two branches are in name only, and add to that the election board.
We should ask ourselves, where are the other parties in standing up to these basic anomalies and human right violation in Ethiopiopia and to 8-point conditions as pre conditions for election and a strategy for peaceful struggle set out by AEUP and Ethiopiawinet, IEWO, EPRP on a boycott of goods and services of TPLF and TPLF affiliated enterprizes.

These kind of of discussions are full of sound and fury and signifying nothing. Ethiopia as we know is non existent after the year 1991. What we have now is, Ethiopia under the total control of one ethnic group dominating all aspects of Ethiopian life. The economic, political, social, military and security arrangements is serving the Tribal Junta exclusive empire.
A fake constitution is designed to divide and rule Ethiopia. Ethiopia is divided into ethnic enclaves and Bantu Lands. Fragmentation and disintegration of the nation on institutional basis is the Junta’s prescription for Ethiopia. Ethiopian riches are being looted as if there is no tomorrow.
Ethiopia is at a crossroads, its unity is at its lowest there ever being, the Ethiopian people are desperate and looking for a revolution. The question is who is going to lead the gathering Ethiopian volcano.

We need to look at Ethiopian crises of integration vs disintegration policy initiated by TPLF and EPLF during their liberation movements against Derg regime in which they had given precedence to oppression of nationalities to class struggle for land reform between the land lords and the peasants, the labor unions and factory owners, etc. accross all ethnic spectrum. Following the formation of TPLF/eprdf regime with a constitution for scessenism and ethnic federalism as a prelude to a divide and rule, ethnic conflicts, war skirmishes between liberation movements and the process of systematic diintegration of the country along with the soveregnty and territorial integrity of the country were the prcursors to to ethnic domination and exploitation of country first by EPLF and TPLF and later on a consolidation of political and economic strangle hold of the country by TPLF and TPLF affiliated enterprizes.
It is impossible to resolve ethnic dominance, if the prevailing opposion parties are inclined to ethnic agenda, rather the national agenda mentioned above, using the scientific approah to problem solving in order to save Ethiopia from disintegration into various autonomous feudal ethnic enclaves, rather 16/17 federated states.
The scienticfic appraoch to reversing the disintegration of the country is for all opposion parties to unite on the national goals for peace, freedom of individuals, territorial integrity, sovereignty, and Unity of Ethiopia (one country, one lane language, with other languages in the develpmenta stage to be secondary to areas most spoken, and one falg(untainted)), and stragies to achive those goals, with the 8-points of preconditions for fair and free election, boycott of goods and services of TPLF and TPLF affiliated enterprizes, and the campaign for the passage of S3457.

As an Oromo Ethiopian, who lost my father as a Derg Army Officer during the war against EPLF, I sincerely admire and respect President Isayas Afeworki and the Eritrean People who provided refuge and support to OLF and other anti-Woyane forces - at a time when it was not popular to do so. He has certainly earned my respect and confidence. President Isayas is a true champion and symbol of freedom of all oppressed people from the yoke of tyranny.
Despite the countless effort and barrage of lies of the Tigre mafia led by the ugly subhuman Legesse Zenawi to create wedge between Eritreans and Ethiopians, once again we are reassured by President Isayas that he will stand by Ethiopians in the fight against the murderous Tigre thugs occupying Ethiopia at this time. As an Oromo Ethiopian, who witnessed 18 years of unparalleled killing, torture and persecution of millions of Oromo Ethiopians under Meles and Tigre thugs, I welcome President Isayas’s call to unite and annihiliate and end the current murderous Tigre occupation of Ethiopia. I would also like to see Eritreans punish these criminals for the crime they perpetrated against Eritreans over the last 18 years.

AS an activist of the Ogaden National Liberation Front I have eye-witnessed efforts done by the heroic and iconic leader Issayas Afeworki for giving not only trainings to people of oppressed nationalities from Oromia and Ogadenia but also assist those who would like to bring change in the current regime of Ethiopia. Indeed President Isayas has demonstrated that he is a great friend of the Horn by his unlimited support not only to ONLF and Al-Shebaab but also to EPPF and Ginbot-7. As a result I hold my highest regards for the people, government and President of Eritrea and wish them all peace and prosperity in their future endeavour against imperialism and against the Amharic-Tigre Colonial Ethiopia.

Abegaz! That is what unity is all about. Unity on common goals to reverse the the disintegration process that has been induced by by god fathers TPLF and EPLF. TPLF does not have to commit war crimes on the liberation movements to keep Ethiopians at peace. It is one of the goals for peace it is violating on top terrorizing the whole population.
They have crafted the constitution and I do not know if Amharic is declared as the official language, but it is used by the government. I am not saying what they can do or can not do. All this hatred for Amharic has been inculcated over the ethnic Oromo and Tigrai regions by leaders of ethnic based leaders of the regions. That being the case students that move to Addis Abeba and other universities have to communicate in English. For the other regional languages to come to the forefront and to be declared as the national language will take years of development. While you hate Amharic, why do you opt to speak in English? Why Amharic is excluded from serving as a source of an alphabet from the oromo language? Is it a lack of pride of an Ethiopian language with its own alphabet, or convenience, or hatred? What if the previous regimes have managed to conduct education upto college level in Amaharic like in Saudi Arabia with Arabic language? No body stpoped any ethnic group to speak in the their own local language and maintain their culture?
No body is crying about anything but describing the planning and intention of the TPLF/eprdf by presenting the causes to the current crises of disintegration of the country and indocrinating people to not think outside of the box, their ethnic enclaves. That I understand, and I assign that blame to the negative force of disintegration. And that could be countered by the positve force of integration i.e. unity of Ethiopia. It will beachieved by those engaged in genuine peaceful struggle for peace, territorial integrity, freedom of individuals, sovereignity and unity of Ethiopia with all all the opposition parties united of strategies to achieve these goals.
You may want to join that band wagon you are welcome, but do not create excuses for the damages that alrady been made by TPLF/eprdf.

If the president Issaias helps Ethiopian Democrtas like(Ginbot 7),he would be our earnest friend which assists Ethiopians during the Bad times.My worried is that things will not be happened in other way wround.

Hi guys,
Some of your comments are pretty nice but some of them are not better than the garbage. So please think many times before u wrote on this webpage. G-7 is doing well we know all but still it seems the most ethinic political party because it look likes against tigrians and oromo because they are going to eliminate article 39, which most Oromo and tigrians do not want to be cancelled.
One bad thing is that G-7 is going to fight agaist woyane being with Shaebiya, which is a stupid action. Let me tell you one truth, here in the city in which i am living there are tigrians eritreans, amhara, oromo,—-. The tigrians and aritreans are the same, they do not have any problem between them and i am sure inacse if there exists a problem between Amhara and Tigray, the Eritrean people will fight against Amhara but G-7 is only running for power and they did not recognize this problem.
